At present,China is in the key period of economic and social development.As the managers of the society and the implementers of policy,civil servants play a fundamental role in this process.Since the 18th National Congress of the Communist Party of China,the CPC central committee has promulgated eight regulations,formulated and improved various rules and regulations,which forms strong constraints on civil servants.However,strict regulations can not improve the civil servants' working enthusiasm,while the disappearance of "hidden" welfare has caused the momentum of civil servants on the whole to be depressed.In this context,how to formulate an effective incentive system to motivate civil servants'enthusiasm is of vital practical significance.Based on the theory of people-oriented,the theory of hierarchy of needs and the theory of fairness,this paper makes the in-depth exploration and study of the incentive status of grassroots civil servants in Zhuanghe City by comprehensive applying the methods of literature research,questionnaire survey,interview and systematic analysis.This paper is mainly composed of five parts:the first part is the introduction,which mainly expounds the background,purpose and significance of the research,literature review,the contents and methods of the study.The second part is the definition of concept and the related theory.Under the circumstances,this part mainly introduces the basic concepts of grassroots civil servants and incentive system and so on.At the same time,it also elaborates the people-oriented theory,the hierarchy of needs theory,the theory of fairness and other related theory.The third part is the analysis of the present incentive situation of the civil servants in Zhuanghe City.This paper makes a detailed elaboration on the basic situation of the civil servant team in Zhuanghe City and the current incentive situation of the civil servants.Besides,by sorting and analyzing the questionnaire survey and interview record of the grassroots civil servant in Zhuanghe City,the current incentive situation of the civil servants in Zhuanghe City is comprehensively understood.The fourth part is about the problems existed in the civil servants in Zhuanghe City and the corresponding reasons.This part points out the problems existed in the motivation of the civil servants in Zhuanghe City and the existing deficiencies of implementing the national civil servant incentive policy in local areas.The fifth part is the countermeasure as well as suggestion to improve the motivation of Zhuanghe City's civil servants.The paper puts forward the specific suggestions concerning improvement from the following four aspects:motivation concept,incentive environment,the system related to incentive and motivation method.The research points out that the satisfaction of civil servants in Zhuanghe City is low,the main problems of which lie in the deviation of incentive concept,insufficient support of motivation environment,imperfect incentive system establishment and insufficient incentive of the nature of the work itself.After investigating and analyzing the incentive problems of the civil servants in Zhuanghe City,it is found that the reasons are as follows:the lagging incentive concept,limited incentive resources,imperfect incentive system and rigid incentive methods.Based on this,this paper puts forward the related countermeasures to change the motivation concept of civil servants,such as strengthening the people-oriented work concept,adhering to the principle of fairness and justice,and promoting the construction of ethical culture of party and government organs.This paper also comes up with some countermeasures with the focus on the civil servants' incentive environment construction,such as establishing cross-departmental channel,strengthening team cohesion construction,enhancing ability training and further study,etc.In addition,it puts forward the relevant countermeasures to perfect the civil servant incentive system,such as optimizing the salary and welfare system,constructing the scientific performance appraisal and reward and punishment system,improving the promotion system,and perfecting the civil servant supervision system.At the same time,this paper comes up with the related countermeasures to innovate the incentive methods of grassroots civil servants from the aspects of interest,honor,participation and authorization and so on.This paper makes use of the method of empirical research to study the motivation of the civil servants in Zhuanghe City(county-level city),which can enrich the existing academic research results.At present,there are relatively few academic studies on the incentive of county-level civil servants.As a grass-roots unit of national public management,county-level civil servants are unique in the content and structure of individual needs.As a result,the study and formulation of the incentive strategies that are applicable to county-level civil servants is of great significance for social progress as well as development.Effective motivation of the grassroots civil servants is conducive to improving the cohesion of civil servants'organizations and inspiring civil servants to create more efficient performance in work.In addition,it helps to the improvement of the quality of civil servants and the construction of the government under the rule of law and service-oriented government;meanwhile,it could help maintain the vitality of the party and government organs,and lay a solid foundation for the sustainable and healthy development of the civil servant team.The research results of this paper have a certain reference significance to the reform of personnel management of the civil servants in Zhuanghe City.At the same time,the research results of this paper also has a certain reference significance for the reform and improvement of the incentive of the civil servants in other counties and districts in China.
