Research On The Impact Factors And Their Relational Structure Of NIMBY Group Events In China

In recent years,group events caused by the construction of the “NIMBY”(Not-In-My-Backyard)facilities are gradually increasing,and it has the trend of complication,mutual "imitation" and “spread of infection”.Currently,the conflict of “NIMBY” often leads to the termination or delay of the construction of the “NIMBY” facilities,which has a serious impact on the public facilities construction's plan and schedule,and is bad for the effective operation of the city.China is in a critical period of social transformation and urban development,and the construction of the “NIMBY” facilities is increasing.However,the government is still not mature in the aspects of system construction and experience accumulation.The resulting group events have become more complex,so it is an important challenge for the government.Many domestic scholars believe that the conflict of “NIMBY” is the inevitable result of social transformation and urban development.With the further development of urbanization and the rise of the awareness of the rights of residents,the probability of the conflict of “NIMBY” must increase greatly in China.They think our country has entered to the “NIMBY” era,which makes the study of group events caused by “NIMBY” effect becomes more urgent.Although scholars at home and abroad have studied “NIMBY” problems a lot from multiple aspects and achieved some results,but they rarely pay attention to the aspect of specific relational structure.However,only get the real reasons behind the event,and clarify the relationship among the causes of the event,we can suit the remedy to the case,and fundamentally solve the group events caused by “NIMBY”.Therefore,on the basis of predecessors' research,this paper not only focuses on specific factors of group events caused by “NIMBY”,what is more important,the relationship of the hierarchical structure among the factors is studied.According to the analysis of 33 typical group events caused by “NIMBY” in the years of 2007-2016 in China,this paper finds out the influence factors which lead to the group events caused by “NIMBY”,mainly including a total of 11 factors,which involve four aspects such as the facility itself,the government behavior,the cognition and behavior of participants and the environment.This paper builds the explanation structure model of influence factors of the group events caused by “NIMBY” based on the ISM,getting the surface influence factors,the middle influence factors and the deep influence factors of the group events caused by “NIMBY”,and analysis the relational structure of influence factors.Then based on the structural equation,the influence factors are verified.Combined with the research conclusion of this paper,it puts forward the countermeasures and suggestions to solve the group events caused by “NIMBY”,which includes four aspects,such as changing the government governance model,establishing the conflict management mechanism,advancing the warning capability of the early warning system and improving the legal system of “NIMBY”.In this paper,according to the research of the impact factors and their relational structure of the “NIMBY” group events,on one hand,it expands the research category for the “NIMBY” group events,on the other hand,it also has a certain guiding significance to fundamentally solve the “NIMBY” group events caused by in China.
