Research On Training Of Provincial Civil Servants In Gansu Province From The Perspective Of Service-oriented Government

The 19 th National Congress of the Communist Party of China clearly pointed out: "In the new era,we will continue to transform government functions,deepen the administration of decentralization,innovate the regulatory system,enhance the credibility and execution of the government,and strive to build a service-oriented government that the people are satisfied with." Further promote the service.The construction of a type of government has become an important measure for China to comprehensively deepen reforms and build a socialist administrative system with Chinese characteristics in the new era.A service-oriented government is a government that assumes service responsibility on the basis of serving the people.The key to building a service-oriented government is to cultivate an efficient and responsible civil service.The performance of the civil servant's due diligence determines the quality and effectiveness of the government's provision of public services.The ruler of the world is in the talents,and the talents who are in the world are educating.The civil service is the core of the cadre team and the backbone of the governance of the country.It is an arduous task and a responsible responsibility to do a good job in the education and training of this team.In recent years,although the training and management of civil servants in China have achieved certain stage results and achieved fruitful results,there is still a large gap between the overall quality level of the civil service and the construction requirements of the service-oriented government.It is of great significance to study the appeal of civil servant training in the transformation of government functions from the perspective of building a service-oriented government.It is of great significance to improve the comprehensive quality of civil servants and public service awareness by improving the training system.This paper takes the training of civil servants in the provincial organs of Gansu Province as an example.Firstly,it summarizes the new demands of civil service training under the background of building a service-oriented government,sums up the meaning of civil service training,and then introduces the concept and characteristics of service-oriented government.From the perspective of building a service-oriented government,it analyzes the elements and characteristics of civil servant training.Thirdly,through empirical analysis,it introduces the main problems in the training of civil servants in the provincial departments of Gansu Province,covering training concepts,training contents,training methods,etc.,and analyzes the causes of the problems.Finally,in response to these problems,the reform concept of building a service-oriented government to guide the training of civil servants in Gansu Province's provinces is proposed.That is,the training of civil servants in Gansu Province should be innovative training concepts,expand training content,reform training methods,and enrich Train third party participation.The research results can not only enrich the relevant theories of civil servant training,but also play a certain role in the actual work of training civil servants in Gansu Province.
