Study On The Improvement Of Community Pension Service In Heping District Of Tianjin

In recent years,with the elderly population continues to increase,China has quietly entered the aging society,the pension issue has increasingly become the focus of attention of the whole society,some experts have predicted that the aging population is a serious social problem in twenty-first Century China must face.In this sense,the problem of pension can be properly and effectively solved,not only related to the happiness of millions of old people in their later years,but also will have an important impact on the sustained and healthy development of the economy and society.However,from the current status quo of China's pension,the situation does not seem optimistic,due to the impact of the implementation of the family planning policy,weakening,the function of the family pension children living soaring costs and other factors,family pension concept and pattern has continued for thousands of years is facing a huge threat and challenge,we need a accords with the national conditions and the actual and more advanced for pension can be accepted by the masses.Since 2005,Heping District of Tianjin has become the first pilot of the specialized service for the aged in China,and has made active exploration and bold practice around the issue of providing for the aged,and has made great achievements.This article takes this as the research object,comprehensively uses the comparison research,the case analysis,the questionnaire survey and so on,has systematically analyzed the main practice,the existing question and the development direction of this old-age support pattern.First of all,based on the law system of domestic pension development,discusses the advanced scheme of developed countries and regions,emphasizing the fundamental channel to deal with pension problem is pension service specialization,socialization and marketization.Secondly,through the questionnaire survey,from the 3 aspects of government agencies,the public and the community,and the functions of the Department,analyzes the 5 problems of community endowment service,as a new exploration zone of peace community endowment mode,still faces many problems and contradictions need to be solved.Third,detailed research on community service innovation,summed up the government to promote social work methods of endowment process,that the future direction of development is to adhere to market-oriented,government led,full integration of government,family,community and other factors and forces,and strive to build a reasonable and efficient social old-age service system.
