Research On The Problems And Countermeasures Of City Management And Law Enforcement In Hohhot

Since 1996,when the law of the People's Republic of China on administrative penalties was adopted for the fourth time by the eighth National People's Congress,the power of administrative penalties has been relatively concentrated.Taking Hohhot as an example,based on China's new round of reform of urban management law enforcement system,throughout the course reform of the administrative law enforcement of urban management system in our country,and review of the urban management reform process of Hohhot,the analysis of the effects after the reform and the successful experience of developed,find new problems in the law enforcement practice.The aim is to provide a new development path for further reform of urban management and law enforcement in Hohhot.Hohhot,as a national city with rapid development of urbanization in China,has made some achievements in the comprehensive law enforcement of urban management,but there are still many deficiencies.At present,the comprehensive law enforcement of urban management in Hohhot is faced with such problems as double law enforcement,lack of supervision,low efficiency of law enforcement,unreasonable institution setting,and law enforcement conflict.The causes of these problems are the lack of corresponding laws and regulations,the redundancy of urban institutions,the lack of legal knowledge of law enforcement personnel,the existence of loopholes in management system and the chaotic management of law enforcement team.Administration according to law under the guidance of the theoretical system is presented in this paper,using comparative analysis method,through to the other domestic cities,urban management functions and to carry out the reform measures were analyzed,and then draw lessons from other developed cities of reform measures,combination of Hohhot reform,to explore the city's urban management reform path and mode;The research method of field survey and questionnaire was used to obtain relevant personnel data from the administrative law enforcement department of the city management of hushi city,as well as to understand the establishment of each district,the first line law enforcement of each district and other information.Through the data of the statistical questionnaire,the information of the position,preparation and education of law enforcement personnel is obtained to prove the existing problems in the law enforcement team.Based on the application of basic theory and the application of survey data and the actual situation of law enforcement,the problem of law enforcement system in the urban management of Hohhot is analyzed,and corresponding solutions are given.
