Research On The Optimal Allocation Of Police Force Resources In T City,Guangdong Province

T City is a province-governed municipality.It was a prefecture-level city approved by the State Council in February 1988 and is located in the southwestern part of Guangdong Province.At present,T City is at a critical stage of transformation and upgrading,with rapid economic development and further expansion of the city.At the same time,however,the number of migrants in T City is increasing,and the contradictions and disputes involving land acquisition are increasing as well.The unstable factors are rising year by year,and the social security situation is getting more and more severe year after year.The local public security organs have always shouldered heavy tasks.The new situation of economic and social development and the new task of cracking down on various types of illegal crimes have put forward new requirements for public security work in T City.However,the serious contradiction between T City's police force and the increasingly complex social security situation at this stage is increasingly obvious,which directly restricts the normal operation of local public security work.Under the background of the rapid economic development and accelerated urbanization in T City,the in-depth study of the contradiction between the increasing social management tasks and the shortage of police forces in T City,analysis of how to optimize the allocation of police forces,and the solution to the problem of insufficient police force have become the top priorities of T City,and also the core issue of this paper.This thesis takes Police Resource Allocation of T City as the research object,draws on the advanced experience of modern human resource management theory and police resource allocation,comprehensively uses field research,visits and other methods to analyze the problems existing in the allocation of police resources in T City,and on this basis,analyze the causes,propose countermeasures and suggestions.The thesis is consisted of six chapters.The first chapter mainly expounds the background and significance of the research,the research status,the research content and methods.The second chapter is mainly about the modern human resource management and the relevant theories of police resources allocation in public security organs;The third chapter is the analysis of the status quo of the allocation of police resources in T City;The fourth chapter mainly analyzes the problems of the allocation of police force in T City;The fifth chapter analyzes the causes of problems in police resources allocation of T City;The sixth chapter is aim to optimize the police force of T City and propose countermeasures and suggestions.The author has found that the current allocation of police resources in T City mainly has the following problems: the total amount of police resources in the city is insufficient;the current police quality and combat effectiveness still need to be improved;The more non-police activities affect the more rational use of police resources;The police force configuration is not scientific enough;Over work load and low salary reduce the enthusiasm of polices.In response to these problems,the author analyzes the causes of the problem combining the local characteristics of T City,and proposes the following countermeasures: promoting the strategy of strengthening the police;Scientifically integrating the police resources;Promoting the police to sink to the grassroots area;Stimulating the potential of the police through officer exchanges and assessments.Treating the police preferentially,enhance the overall effectiveness of the police;Give full play to the auxiliary police force.By studying the allocation of police resources in the current development situation of T City,the paper proposes countermeasures to rationally optimize the allocation of police forces in line with the local characteristics of T City,which is of great significance to the economic and social development of T City,and can also provide useful reference for the allocation of police resources in the process of urbanization in other regions.
