During these years, terrorist incidents happened in Sinkiang, Tibet, etc. Terrorist organization began to choose some coastal cities which has security consciousness backwardness and convenient transportation as new base because of the increasing strength on tourism from the police. Guangxi became the forefront of anti-tourism in western China. In addition, the State Council approved Guangxi Beibu Gulf Economic Zone Development Scheme this year, bringing the opening, cooperation and economic and social development of Guangxi into a new height. Under this new situation, all kinds of contradictions of society increase sharply, the problems of the public security management appear frequently, The public security organs in Guangxi is charged with maintaining social stability, safeguard the people’s life and property safety. Compared with former years, the society proposes higher demand of the administration of police resources in these coastal cities, however, owing to the restrictions of the real conditions, it is not possible to increase the amount of policemen massively in a short time. So the key to solve this problem is how to integrate the police resources at present.This text chooses Beihai Public Security Bureau as the object, and using the theory of modern human resources management and un-expending improvement to conduct research about the present conditions of police resources configuration, and to find the existing problems in police understaffed, incorrect positioning of functions, low efficiency of police and the poor quality of police officers. In view of the situation and dilemma of police resources shortage, The author make an analysis from the external and internal factors. To optimize the allocation of resources as the breakthrough point and put forward some optimal strategies in improving policing model, attaching great importance to the internal integration, great importance to the internal integration, excavating social resources, implementing of strengthening the police force with science and technology and intensifying the training of police.
