Research On Prevention And Control Countermeasures Of Mass Incidents In Hong Kong

Mass incidents are common problems during the development of political,economic and social in different countries and regions around the world.Hong Kong is one of the cities with the most mass incidents in Asia.In the early days of the handover,the mass incidents in Hong Kong were mostly peaceful and had no serious impact on economic and society.But in recent years,the behavior pattern of mass incidents in Hong Kong shows a trend of drastic development,and the negative impact cannot be ignored.The "Occupy Central" incident in 2014 is the largest mass incident in Hong Kong after the handover.It is a typical example of mass incidents in Hong Kong.After the "Occupy Central",Hong Kong society generally focuses on economic and social construction to repair the negative effect caused by the "Occupy Central".However,the deep-seated problems in Hong Kong have not changed completely.It is of great significance to study the prevention and control of mass incidents in Hong Kong and put forward countermeasures and suggestions.This paper takes the "Occupy Central" incident as the case.It studies the prevention and control system of mass incidents in Hong Kong and the existing problems using the means of literature analysis and case analysis,and puts forward the countermeasures of prevention and control.Firstly,based on the "Occupy Central" incident,the paper studies the deep mechanism of mass incidents happened in Hong Kong,points out that the occurrence of the "Occupy Central" incident is influenced by the government's governance capability,the gap between the rich and the poor,education policy,media management and youth development opportunities.Secondly,based on the 4R theory of crisis management,the paper makes a systematic and comprehensive interpretation of the strategies adopted by the central government and the SAR government in the prevention and control of “Occupy Central" incident,and discusses the insufficiency of the prevention and control measures of mass incidents in Hong Kong and the internal mechanism of the problems.The paper points out the deficiency existing in the process of prevention and control,including poor public opinion channels,weak crisis warning capacity,poor guidance effect,inaccurate risk assessment,slow information communication and decision making.The paper studies the causes of the problems from the two aspects of system construction and operation mechanism,including the defects in the consulting system,the aging of crisis management system,the backward construction and management of new media,the poor operation of the administrative leading system and the lack of effective joint coordinating mechanism.Through the research and thinking on the "Occupy Central" incident,this paper puts forward some suggestions to improve the prevention and control of mass incidents in Hong Kong.First,we should improve the prevention mechanism of mass incidents.The second is to strengthen the disposal mechanism of mass incidents.Third,we should improve the mechanism of the aftermath of mass incidents.
