Research On The Innovation Of Urban Management Rule Of Law In Guangzhou

With the rapid development of urbanization,urban problems are becoming increasingly prominent,and the complexity and difficulty of urban management in China are increasing.The growing demand for urban public services and the constantly strong demand for expression of public interest,have increased requirements for strengthening and improving urban management,which make the call for from urban management to urban governance increasingly rising.Since the Third Plenary Session of the 18 th CPC Central Committee,The Party and the State have constantly stressed the need to innovate social governance.Urban management is one of the important components of social governance,under the background of building a socialist China rule of law,the rule of law is the inevitable trend of the innovation and development of China's urban management.The realization of urban management rule of law is not only an important part of comprehensively implementing governing the country by law and building a China ruled of law,but also an important part of promoting the modernization of national governance system and governance capacity.As a national central city and a sub provincial city,Guangzhou that is in the front of reform and opening up,is taking the lead of the country in exploring the innovation of urban management rule of law.It has achieved remarkable results,but also still has some problems that warrant further in-depth study and discussion.Firstly,this paper elaborates on the research background and research significance,and introduces the status of domestic and foreign research on urban management,then puts forward research framework and possible innovation,and also introduces the literature research method,theory connecting with practice method,contradictory analysis method and cases analysis method which used in this paper.Secondly,this paper defines the core concepts of "urban management","rule of law" and "The rule of law of urban management",and elaborates "Marx's humanism thought","the theory of socialist rule of law with Chinese characteristics" and "urban governance theory" which were selected as the theoretical basis for the study of the rule of law in urban management,and also expounds the significance and basic requirements of the rule of law in urban management.Thirdly,taking Guangzhou as an example,it focuses on examining the course of urban management reform and the exploration of urban management rule of law in Guangzhou.It also elaborates and analyzes the five major achievements made by the urban management rule of law in Guangzhou: the continuous improvement of the concept of urban management,the continuous improvement of laws and regulations,the continuous innovation of institutional mechanisms,the continuous improvement of the standardized construction of urban management,and the gradual establishment of the public participation mechanism.Finally,this paper analyzes and summarizes the existing problems and causes in the process of the construction of urban management rule of law in Guangzhou at five aspects,and proposes countermeasures and suggestions for the improvement of urban management rule of law in Guangzhou.
