Research On The Action Strategies And Effects Of Rural Social Organizations’ Participation In Rural Governance

Realizing the effective governance is an important link in the rural revitalization,and the rural social organizations,as the components of the social governance community and the organizers of the governance activities,play an important role in the rural society.In recent years,a large number of organizations that represent,serve and safeguard the interests of farmers have emerged in China’s rural society.Most of these social organizations are composed of farmers and have strong endogenous nature.Effectively realized the farmers’self-management,self-service,self-protection.Therefore,to pay more attention to and promote the construction of rural social organizations is not only a way to connect farmers and stimulate their autonomy,but also an urgent need to solve the problem of rural grassroots governance.The academic research on rural social organizations mostly takes a macro perspective,taking social organizations as a certain participant in rural governance,and less takes rural social organizations as the research subject to explain their operation strategies.This paper studies the Red and White Council of D Village,Hancheng City,and finds that three logics play an important role in the formation of rural social organizations in the practice of rural social organization governance.In the early days of their establishment,rural social organizations mainly entered the rural society through the autonomy logic of village committees,widely collected villagers’ suggestions and absorbed elite groups,and used both soft and hard governance means and multiple levels of participating groups to supplement the weak governance,so as to form a basic village convention.In the formal operation stage,the Red and White Council fully applied the political logic,and "recognized" the identity of the township government through the administration.The grass-roots party organizations,as the main body of the policy implementation,guided the new public opinion direction of the village under the strategy of "the minority drives the majority".In the stable growth period of the organization,the logic of local life is applied to realize the replacement of organizational authority from individual leadership charm authority to legal rational authority,and finally master the rural social capital to become the authoritative power of red and white affairs.The benign development of the Red and White Council is of great significance to realizing the rural social governance pattern of sharing,joint governance and joint construction.In the organization operation,the governance level of rural communities has been improved with its unique local advantages.First,the Red and White Council applies the reengineering organization to flexibly solve public services.Secondly,rural social organizations have successfully mobilized the power of rural elites,village committees,grass-roots Party organizations and township governments,and have reintegrated the internal resources of the society,providing a new path for villagers’ autonomy.Thirdly,the development of the Red and White Council has effectively stimulated the vitality of rural communities,and the reorganized other volunteer service teams can not only provide convenient services,but also become the media of villagers’ cultural life exchange.Finally,the benign development of the Red and White Council has brought about the maintenance of farmers’ interests,and the solution of its additional contradictions provides a channel for the family contradictions and property division accumulated in layers.However,the Red and White Council has the disadvantages of village restriction and vague subject,and the unclear rights and responsibilities of township governments and the imperfect rule of law of national social organizations affect the sustainable development of the Red and White Council.The effective governance of rural communities cannot be separated from the participation of villagers.Exploring the series of endogenous organizations such as the Red and White Council should respect the rural objective environment and laws produced by it,give full play to the villagers’ autonomy and mass participation,and make use of the operation logic among various subjects to promote the benign development of rural social organizations.
