Study On Problems And Countermeasures Of Social Governance In Kundulun District Baotou City

With the progress of the times and social development,the people not only put forward higher requirements for material and cultural life,but also in the areas of democracy,rule of law,fairness,justice,security,environment and so on.In the past,the government's single subject and all-embracing concept of social governance has been unable to meet the requirements of the times and people's needs.According to General Secretary Xi Jinping's report to the Nineteenth National Congress,he emphasized that “we should build a pattern of social governance of co-construction,co-governance and sharing”.Strengthen the construction of social governance system,improve the social governance system of Party Committee leadership,government responsibility,social coordination,public participation and legal protection,and improve the level of socialization,legalization,intellectualization and specialization of social governance.Strengthen the construction of mechanisms for preventing and resolving social contradictions,correctly handle contradictions among the people,and sink the power of social governance to the grass-roots level.As well as the spirit of Li Jia,Secretary of the Political and Legal Committee of the Party Committee of the Autonomous Region,at the 2017 Regional Political and Legal Work Conference,he called for the creation of a safe and stable social circle on the occasion of the 70 th anniversary of the establishment of the Autonomous Region through “two grasps”(tackling key and prominent problems through hard battles,solving long-term and basic problems through construction projects),and “three construction”(peace building,rule of law building,team building).Work deployment of the environment.Kundulun District of Baotou City,in light of its own reality,actively explores innovative social governance,especially grass-roots social governance.Generally speaking,social governance in Kundulun District of Baotou City is gradually innovating,but the dynamic mechanism to release the energy of social development and the balanced mechanism to maintain the coordination and stability between various parts of social development need to be further strengthened and improved.It is of great significance to implement the reform and innovation of social governance system in line with the objective needs.Based on the social organism theory,social function theory,Xi Jinping's socialism thought with Chinese characteristics in the new era,and social governance theory of Marxist theory,this paper puts forward some countermeasures and suggestions for social governance work in Kundulun District through in-depth visits to the grass-roots level,case studies and so on.The first part is the introduction.The main contents include the background and significance of the research and the research status at home and abroad.Based on the research background of social governance in the new era,this paper focuses on the importance of innovating social governance mode and transforming government functions in the new era,clarifies the ideas and methods of this study,summarizes the important literature content of social governance at home and abroad,and expounds the relevant theory of social governance in this paper.The second part defines the concepts of governance,social governance and state governance.Based on the theory of social organism,social function and social governance,this paper elaborates the connotation of social governance in the new era.Social governance in the new era should adapt to the social forms in profound changes and properly handle the three major relationships.The third part summarizes and analyses the current situation and existing problems of social governance in Kundulun District of Baotou City.It points out that the existing problems mainly lie in the low level of mass participation in social governance,the weak ability of social organizations to undertake social governance,the weak role of grass-roots organizations in overall social governance,the weak level of legal governance of some staff members and the lack of government investment in social governance.There are several aspects.The fourth part makes a thorough analysis of the causes of the problems,and concludes that "the low level of community residents' autonomy,the vitality of social organizations has not yet been stimulated,the leading core role of grass-roots party organizations has not been fully played,the construction of the rule of law in grass-roots social governance is not in place,and the cooperation mechanism invested by the government has not yet been established" are the main reasons affecting innovative social governance in Kundulun District.The fifth part makes an in-depth analysis of the existing problems and causes of social governance in kundulun district,and puts forward countermeasures for social governance in kundulun district in the new era.The first
