The emergency plan should be an important starting point to effectively respond to emergencies,and guide emergency rescue practice sufficiently.However,the emergency plans at all levels are similar from one another,poor operability and other issues hampered the efficiency of emergency rescues.The studies on improving the feasibility of emergency plan are limited in a single aspect,and lack system,taking task decomposition or task sequencing for instance.Therefore,introduce the concept of mission planning,consider the properties of emergency task,the space,speed and cost of the rescue force comprehensively and use MPLDS to make emergency mission effectiveness,so that we can get optimal task decomposition,task scheduling and resource allocation scheme,enhance the feasibility of the emergency plan.It can complete emergency rescue effectively at their "wartime" and provide emergency plans with guide at usual time.First of all,set up emergency task decomposition models and specific standards of the decomposition scheme selected.Draw the 143 drinking water pollution emergency task logic diagram,define the emergency task correlation matrix and assignment rules.On the basis of the definition of the emergency task correlation and weight coefficient,we further can get the cohesion and use the maximum cohesion as the standard of the selected the emergency task decomposition schemes.Secondly,set up emergency task scheduling and resource allocation model.Using weighted length algorithm to determine the priority of emergency sub tasks after the decomposition,realizing dynamic emergency task and emergency rescue platform taking emergency resources as media,with the minimum total relief.The shortest time and total rescue cost should be the objective function matching process.The constraint conditions are emergency task of emergency resource demand and emergency rescue platform transfer rules.Referring to the solution method used in MPLDS algorithm,use NetBeans IDE software model to code transformation search,set the time and cost of adjusting the function value of ?,adjusted between 0 to 1,and get emergency task balanced and emergency rescue platform of dynamic matching results.Finally,construct the extreme scenario of VX nerve pollution of tap water pollution in city C.The model and algorithm were used and tested.The construction of extreme situations follows the structure and content of expression standards,scene summary,scene simulation based on the consequences and emergency tasks and specific statistical data.The results showed that:(1)the model algorithms can effectively complete emergency tasks decomposing,scheduling and allocating the resource during the system planning process.(2)The model can generate the ordered and clear emergency task for emergency decision makers.The task list contains start time and end time of any emergency tasks,combination of emergency rescue platform to complete the task,rescue cost and other important information.And by adjusting the values of ?,obtain the ideal results.(3)The model can generate clear and specific emergency rescue actions for emergency task executor.The action can let you know all the tasks that should be handled of an emergency rescue platform,for which time an emergency rescue platform can start and finish a task and collaborative relationship among emergency rescue platforms.Also,adjust 0 value to get an ideal result which is relative equilibrium.
