Promotion is one of the most incentive means for civil servants.Only a good promotion of civil servants can play an effective role in motivating civil servants.However,in reality,the factors affecting the promotion of grass-roots civil servants is due to the ideological inertia of civil servants,narrow promotion channels,scarce job creation,difficult determination of the promotion criteria and so on.We found the fact that some civil servants have been in the same position for many years and cannot get out of the "besieged city" of the position.We found the emergence of job burnout behavior of civil servants with sharp decreasing enthusiasm and the speculation of abnormal ways to obtain job promotion,which lead to the inclusion of job promotion in grass-roots civil servants,thus affecting the fairness of promotion and organizational performance,and resulting in job burnout.In view of the dilemma of the promotion of grass-roots civil servants in our country,this paper take a view of the problem of the promotion of grass-roots civil servants from the perspective of dissipative structure.The promotion channel of civil servants in our country shows the trend of social progress from low level order to new high level order.However,at present,the trend of promotion introversion of grass-roots civil servants is disorderly or semi-disorderly,that is,the existing policy supply is insufficient,and the promotion channels,pressure,salary and some other points do not meet the needs of grass-roots civil servants.Therefore,only by improving the promotion system of civil servants,reasonably designing the pay and treatment of grass-roots civil servants,and changing the inherent inertia thinking way,and by recognizing the organizational structure under Chinese special background can we push the promotion of grass-roots civil servants to a higher level of orderly and benign development.The first chapter of the paper first combs the general theory of the promotion of grass-roots civil servants,from the current path of promotion,the introvertedpromotion of grass-roots civil servants,the theoretical basis of dissipative structure and explanation of the applicability of dissipative structure in the promotion,respectively.The second chapter,based on the questionnaire and interview of grass-roots civil servants from Y county,analyzes the concrete performance of the promotion of grass-roots civil servants of Y county.First,the "job standard" still protrudes under the promotion mode of single-track system and two-track system.Second,the promotion of grass-roots civil servants is still trapped in the "post besieged city".Third,it is difficult toget rid of the relationship network and official standard complex.Fourth,there are hidden worries in the parallel system of job rank.Fifth,the performance appraisal is still not perfect.At the same time,it analyzes the influence of the promotion introversion of grass-roots civil servants.The third chapter analyzes the disturbance factors of the promotion introversion of grass-roots civil servants,and on this basis,analyzes the formation and evolution of the promotion introversion of grass-roots civil servants with the theory of dissipative structure.It is concluded that the internal conditions of the promotion introversion of civil servants are as follows: dS> 0,that is,when solving the problem of ‘difficult promotionof civil servants' at the grass-roots level,the corresponding policies adopted by the state can not alleviate the problem of the promotion introversion of civil servants at the grass-roots level.The fourth chapter of the paper is concluded based on the above analysis.The promotion of grass-roots civil servants is in the entropy increasing process.By strengthening the management of grass-roots civil servants,improve the parallel system of job ranks,improve the supporting mechanism of grass-roots civil servants,and optimizing pluralistic promotion of grass-roots civil servants,these four paths we can reduce entropy,and crack the phenomenon of introversion of the promotion of grass-roots civil servants,and alleviate as much as possible the degree of the promotion introversion.The promotion of grass-roots civil servants can develop in a benign direction.
