Population aging has become the normal state of China's population development,which has exerted a huge impact on China's economy,society and other aspects.At present,due to the original economic development mode has been unable to meet the sustainable development of economy in our country,our country is gradually into an innovative country,science and technology innovation has become the core power of economic development,in the country after the implementation of a series of policy proposals on science and technology innovation,such as,human resource development,relying on science and education,public entrepreneurship and innovation.China's science and technology innovation ability has been improved to a certain extent,but the overall science and technology innovation ability is still very low,and the science and technology innovation level of each region is still quite different.There are many factors influencing the improvement of science and technology innovation ability,and population aging may also be one of them.Therefore,this paper studies the relationship between population aging and science and technology innovation,aiming to find out the influencing mechanism of population aging on science and technology innovation and put forward policy suggestions.This paper study aging population's influence on the science and technology innovation in 2000-2016,the paper discusses the present situation of population aging and the science and technology innovation and features,and empirical analysis of an aging population the specific relationship between the science and technology innovation(Inverted U-shaped),calculate the inflection point value where an aging population and science and technology innovation,and points out that different parts of the human capital and economic scale effect on the value of an inflection point,more profound understanding to the east an ageing population relationship between the science and technology innovation in the Midwest.The research found that :(1)on the whole,population aging and science and technology innovation show an inverted u-shaped relationship,and the inflection point value is 0.1331 between the two.Only when the proportion of the elderly population in the total population exceeds 13.31%,will population aging have a negative impact on science and technology innovation.Chongqing municipality,Shanghai municipality,jiangsu province,liaoning province and sichuan province were the provinces,where an aging population of more than 13.31 percent.Population aging of human capital and economic scale can weaken the negative impact of the science and technology innovation as a region of human capital stock,economies of scale is big,so the region of an ageing population to the detriment of the science and technology innovation effect is not obvious,and even such adverse effects from the data displayed on not to come out.(2)from the perspective of regions,the aging population and science and technology innovation in eastern and western regions show a u-shaped relationship,and there is no so-called inverted u-shaped relationship,while the central region is the closest to the results of the national analysis,and the aging population and science and technology innovation show an inverted u-shaped relationship.Therefore,this paper thinks that the adverse impact of population aging on science and technology innovation is also largely restricted by human capital and economic scale.For these regions with large education input and large economic aggregate,their science and technology innovation output is still at a high level,and the aging population has not affected the science and technology innovation of these regions.This paper puts forward three policy tests :(1)increase human capital investment.At present,all region are engaged in a war of "robbing people",and talents become the main factor that determines the economic development of regions and even the country.Enterprises can hold various training courses to increase the company's human capital stock.The government can increase the number of talents who study abroad at public expense every year and increase the human capital reserve of the whole country.(2)promote urbanization.Regions with developed economies can implement flexible household registration policies to ensure that university graduates and other talents with agricultural registered permanent residence can settle in cities smoothly,so as to steadily increase the urbanization rate and attract talents in cities,thus promoting science and technology innovation.(3)establish and improve relevant supporting measures of the "two-child policy".The state and the government shall increase various welfare benefits for having a second child and reduce the cost of raising a second child.This will reduce the proportion of the elderly population in the total population in the future,so as to alleviate the adverse impact of population aging on science and technology innovation.
