Implementation Effect Study On Yinchuan Wisdom Government Affairs Based On The Perspective Of Public Evaluation

With the development of society and the continuous improvement of people's material life,the current major contradictions in China have been transformed into contradictions between the people's growing needs for a better life and the development of inadequate and unbalanced development.The report of the 19 th National Congress of the Communist Party of China emphasized the need to transform government functions,deepen the administration of decentralization,and build a service-oriented government that the people are satisfied with.Governments at all levels respond to national policies,actively promote the construction of service-oriented government,and strengthen the ability to provide public services.In the past few years,technologies such as big data,cloud computing,and the Internet of Things have advanced by leaps and bounds,and they have been pouring into all areas of our lives.The development of “smart city” has injected fresh blood into urban construction,and for government services,“smart government” is closer to the field of public services.In2014,Yinchuan City began to promote the construction of smart government affairs.In order to create a “two excellent development environment”,began to carry out administrative examination and approval reforms in the region,demanding people-oriented,benefiting the people,and deepening “for the people,convenience,benefit and benefit of the people.The new concept of government service,the implementation of "one-stop" service in the online lobby,comprehensive examination and approval,one-stop management,laid a good foundation for the creation of Yinchuan City's smart government.This paper adopts the literature research method to understand the related concepts andtheoretical foundations of service-oriented government,e-government,and smart government affairs.It uses questionnaire survey method and descriptive analysis method to gain an in-depth understanding of the development status and public satisfaction of smart government in Yinchuan City;Analyze the public's demand for Yinchuan City's smart government in terms of environmental facilities,human environment,service attitude and convenience,and explore the problems and deficiencies in the development of smart government in Yinchuan.From the research on the development status of smart government in Yinchuan City,it is found that Yinchuan City's smart government has insufficient development imbalance;public participation is low;service window setting is unreasonable;service platform construction lacks depth;lack of professional talent team.The reasons for these problems are: imperfect top-level design;insufficient publicity;low resource utilization;weak technical foundation;and difficulty in introducing talents.Combining the development status of Yinchuan City's smart government affairs,and through the analysis and reference of the wisdom city of the three countries of the United Kingdom,South Korea and the United States,and the wisdom and government development experience of Beijing,Shanghai and Nanjing,the following five suggestions are proposed: Design,improve policies and regulations;optimize government services,expand publicity;reduce waste of resources,promote information sharing;consolidate the technical foundation,strengthen platform construction;innovate service channels and increase talent input.
