| With the construction and development of settled communities in China,the living environment of herdsmen has been improved and their livelihood styles have been increasingly diversified.Herdsmen’s interests are increasingly diversified and individualized,and the unitary governance model led by the government can hardly meet the herdsmen’s increasingly rich material and cultural needs.In the new ethnic villages,the herdsmen’s cultural quality has been gradually improved after they settle down,their willingness to participate in and discuss politics has been strengthened,and their demand for democracy and autonomy has become increasingly strong.In addition to township governments,rural grassroots party organizations,villagers’ committees and new village management committees,some newly developed non-governmental organizations and ordinary villagers have also begun to actively participate in community governance.Because of their different identities,they play different roles in community governance.In the concrete governance practice,the benign interaction among the subjects improves the work efficiency of the township government and the village committee,alleviates the work pressure of the village cadres,alleviates the contradiction between the villagers and the cadres,and enhances the villagers’ recognition of the new village.At the same time,there are also problems such as unclear rights and responsibilities,lack of public awareness among villagers,loose social organization and so on.Therefore,according to the governance theory,the author puts forward the specific countermeasures for the governance of the new ethnic village community under the model of multiple co-governance. |
