The out-of-role performance of civil servants is the individual performance consciously manifested by civil servants,which has nothing to do with the rules and regulations of administrative organizations and salary performance.The long-term accumulation of such individual performance is beneficial to the healthy development of administrative organizations.At present,the reform of administrative system of our country is steadily push forward,the concept of service-oriented government is deeply rooted in the hearts of the people,the civil service as the main body of administrative organization management,service,public service motivation and their individual performance level is closely related with the quality of service of administrative organization,this means that the civil servants have to bear the intelligent public management is no longer confined to his duties within the work,Their attitude and behavior outside the role also play an important role in the goal of building a service-oriented government.At the same time,along with the further deepening of the administrative reform in China,our country government workers work content,the form will change,but at present,our country civil servants in work enthusiasm and initiative are still inadequate,in order to promote the benign development of the administrative organization,to provide more quality services to the public,administrative organization is constantly improve on the requirement of civil servants,In addition to doing well the work within their responsibilities,civil servants also need to take the initiative to do some behaviors conducive to the development of the organization that are not clearly stipulated by administrative organizations.Existing related research shows that leadership model can directly influence on civil servants’ psychological state and thus influence their work behavior,in recent years,inclusive leadership gradually got the attention of many scholars,this leadership style can be psychological condition,the working behavior of civil servants have a positive impact,therefore,in this paper,starting from the a dimension of job performance,The influence of inclusive leadership on civil servants’ extra-role performance will be discussed in more detail.Based on three theories: social exchange theory,social cognition theory and self-determination theory,this paper takes public service motivation and proactive personality as the mediating variable and moderating variable of inclusive leadership’s influence on civil servants’ out-of-role performance,and elaborates the mechanism of inclusive leadership’s influence on civil servants’ out-of-role performance.On the base of reading literature,this paper puts forward research hypothesis,a questionnaire to the civil servant group,using online and offline to fill in the way of combining the final recovery questionnaires to 317 by SPSS22.0,Amos,Lisrel to analyze and research conclusions include:(1)inclusive leadership role affects the civil servant performance;(2)Inclusive leadership positively affects the public service motivation of civil servants;(3)Proactive personality positively affects civil servants’ out-of-role performance;(4)Public service motivation plays a partially mediating role in the path of inclusive leadership affecting civil servants’ out-of-role performance;(5)Proactive personality plays a positive moderating role in the path of inclusive leadership affecting civil servants’ out-of-role performance.
