Establishing a management system of public security organs that conforms to the nature and tasks of public security organs is one of the overall objectives of comprehensively deepening the reform of public security,which,in essence,aims to reform the public security management system so as to drive the public security work closer to the needs of the masses,making them feel the social fairness and justice in the law enforcement activities and case handling of the organs,and truly handing over the rights of judgment and supervising the ability of the public security organs and public security police in their service to the people.This also led to new management problems in the public security reform,such as the difficulty in information sharing,task coordination,and cooperation between the bottom and the top hierarchies,which often involve top-level design issues such as institutional legislation rather than a simple technological innovation.Confronted with such legal crisis,performance evaluation acts as a powerful promoter of administrative system reform,the evaluation results of which can provide effective reform basis for the policymakers.Therefore,the reconstruction performance evaluation system plays an important role in public security reform research.The complexity of the problems encountered in public security work,together with the fact that the performance evaluation index system of the traditional performance evaluation method attaches much more importance to the performance results,leads to insufficient attention to the cooperation with other subjects in the performance generation process and the legality construction in this process,and a value contradiction in the performance analysis.This paper investigated the public security organs in Jinchang,by adopting the case study method,questionnaire survey method,and interview method,as well as selecting the public value management theory as the theoretical basis for the exploration of the performance evaluation of the public security organs in Jinchang.Firstly,the paper introduced the background of the performance evaluation conducted by public security organs,then sorted out the literature on police performance at home and abroad,and make the corresponding proposal.Next,the relevant important concepts were defined,and the theory of performance evaluation and the theory of public value management were elaborated.At the same time,this study also provides a brief introduction on the performance evaluation of public security organs in Jinchang.By making reference to the results of questionnaires and interviews,the performance evaluation analysis model of the public security organs of Jinchang,which was based on Mark Moore concept of the “strategic triangle model”,was then established,and “public value”,“Support and Authorization” and “Operational Capability” were set as its core dimensions.This research eventually identified the existing problems and causes.Finally,combined with the policy measures and typical experiences of the public security performance evaluation at home and abroad,the corresponding solutions to the problems encountered in the performance evaluation of public security organs in Jinchang were proposed.
