The Analysis For The Current Perform-Ance Evaluation Of The Gross-Roots Public Security Organs

As the economic development and process of democratization's acceleration,social governance gradually entered a complex period of struggle again the enemy,a peak period for criminal cases and climax period of the people's internal disputes and conflicts.In the meanwhile, people ask for a higher qualified requirement of the pubic security organs' law enforcement's quality and service level as people's Legal awareness is becoming strong continuously.How to meet the need of the development and constantly improve the law enforcement and management level of the public security organs,it is the current question for us to seriously consider and solve.Taking Yongqing Public security as an example,the purpose of this article is to further develop and refine to improve the management level of the gross-roots public security organs for the reference in order to promote the development of the pubic security performance management research based on the analysis of the existing evaluation mechanism of the current grass-roots public security organs,making the public management and performance management theory as a guide,in accordance with the principle of the study,thought,practice,and improvement.The article first introduced the current domestic and foreign status of the performance evaluation research and performance assessment methods, pointing out the existing problems in the current performance evaluations of China.From three aspect of economic performance,political and social performance,the characteristics of performance assessment were analyzed for the public security organs.Secondly,the paper studies the current status of the performance evaluation of public security organ of Yongqing County and analyses the existing problems and the causes through the literature, interviews and case law and the form of the questionnaire survey.Finally, on the basis of the analysis of the above text,it addresses the principle of the public security organs' performance assessment in close with the actual work of the public security organs and puts forward the clear target system for different levels,using the longitudinal evaluation of the expectation by objectives and increase 6 improvements opinions,for example,the refinement for the evaluation content etc.
