| Along with the continuous deepening of the reform of administrative system and the transformation of government functions has been quickened, the public sector performance evaluation has received increasing attention and how to make good use of performance appraisal tool, enhance the level of public sector performance management and has become the inevitable in deepening the reform of administrative system in China. Choose rui-an city public security bureau of zhejiang province as the research object, this paper writes with perfect performance appraisal for the main line, integrated use of literature research, case studies, system research, comparison research method, combining the related research in the field of public sector performance evaluation theory, through the public security organs of ruian performance evaluation method to conduct a comprehensive combing, public security bureau to ruian performance appraisal problems and influencing factors of the comprehensive and detailed analysis, on this basis proposes ruian performance assessment scheme of the public security organ to adjust analysis concrete train of thought and the establishment of performance evaluation and application path.Core content in the research of this paper includes the following several aspects: one is the current public security organs of ruian performance evaluation conducted a comprehensive investigation and analysis, according to the master data, respectively from the assessment targets, indicators, evaluation object, method and the inspection cycle, content, and assessment process, the assessment results using rui-an city public security bureau performance appraisal are analyzed in a panoramic description. Secondly, the current public security organs of ruian concrete problems existing in the performance appraisal and the analysis of the influence factors of mining, think the agency authority in the performance appraisal problems mainly index set is not scientific, the appraisal process is not fair, results, improper use, and the lack of communication and feedback, and focus on understanding the major influencing factors, staff and supporting level.3it is the public security organ to ruian adjustment direction of the performance appraisal scheme introduced in the system, combined with the performance appraisal scheme adjustment principle, confirmed the performance appraisal system for adjustment.View is the core of the research, this paper aimed at the problems existing in the assessment of the public security organ with a few qualtiy, should build a more equitable and effective performance evaluation system, needs a more comprehensive evaluation content, evaluation process to be more optimized, higher reliability and validity of evaluation method, the assessment results to use to further expand. The public security organs should respectively based on the unit and individual performance appraisal system, in order to ensure the efficient running of the performance appraisal, need to do a good job in supporting from performance appraisal personnel training to job analysis, to the performance culture construction should be scientifically set up. |
