Research On Government's Behavior Guidance To Farmers In Public Crisis Of Animal Epidemic

In recent years,public crisis incidents triggered by major animal epidemics have occurred frequently,which has had a tremendous impact on human life safety and the healthy production of the livestock industry.The timely isolation and culling of diseased animals in the affected areas is the current control of animal epidemics.One of the main means of spreading.It is of great practical significance to discuss the isolation and control of major animal epidemics.In the actual isolation and culling process,there is a game relationship between the local government as the leader of isolation work and the farmers in the affected area.Their behavioral decisions play an important role in the evolution of crisis events,and government actions are largely Affected farmers have a guiding role.This article uses the bird flu epidemic as an example.Through the Ministry of Agriculture's official website,the local culling and compensation data were collected from 2005 to 2016.Through descriptive statistical analysis combined with specific case comparisons,the analysis of the actions of different local governments on farmers in the epidemic was conducted on animals.The role of public crisis in the overall evolution of the epidemic.Then,based on the government's credibility and the trust of the government and the people,the evolutionary game model of the local government and the farmers in the affected area was constructed.From the dynamic point of view,the evolutionary stability strategies and evolution rules of the two entities were analyzed.Using MATLAB software to simulate the game model numerically,analyze the main influence factors of the government's behavior guidance and evolution stability strategy for farmers,provide a certain reference for the smooth progress of isolation and culling in the affected area,and discuss the current public crisis with the animal epidemic in China.The public policy that is suitable for emergency management,how to play the role of the government in guiding the positive behaviors of farmers in the emergency management of animal epidemics is the ultimate purpose and significance of this study.The research shows that the strategic choices of the government and the farmers in the affected area are mainly influenced by the gains and losses of the government's credibility and reputation,the remaining profits obtained by the government and the farmers in the affected areas under different strategies,and the cost of protecting the rights of farmers in the affected areas.The cooperation between the local government and the farmers in the affected area on the basis of achieving a win-win situation based on isolation and culling in the affected area and reasonable compensation for the farmer is the Pareto optimal equilibrium of the isolation problem in the affected area.The government needs to guide farmers' strategic choices by elaborating reasonable culling compensation policies to evolve toward this equilibrium.Finally,aiming at the problems existing in the government's isolation and culling mechanism,it proposes relevant suggestions for reducing mass incidents caused by compulsory isolation and culling in affected areas,optimizing the evolutionary game path between the government and farmers,and strengthening the government's positive guidance to affected farmers.
