Evolutionary Game And Simulation Analysis Of PPP Project Service Quality Supervision Based On Public Participation

As a new mode of public-private cooperation,the essence of PPP is still the provision of public services by government departments.Service quality is a necessary foundation for the survival of PPP projects such as elderly care,medical care,and public infrastructure.As PPP project participants,government departments also shoulder the responsibility of supervising the quality of project services.Based on the research results in the PPP field,this thesis combs the existing research and finds that the PPP supervision system is not sound under the current form.Therefore,this thesis conducts in-depth research through evolutionary game theory,analyzes the impact of relevant factors on PPP project service quality supervision,and proposes relevant suggestions based on the model conclusions,optimizes and supplements the existing supervision system,with a view to inspiring the improvement of PPP supervision system.This thesis is divided into the following parts: firstly,it explains the research background,problems and significance,reviews and summarizes the existing research,briefly introduces the theoretical basis and its application,and provides theoretical support for the research of this thesis;second,construct a dual-group evolutionary game model between the government and the private sector in the supervision of PPP projects.The analysis shows that the only factors that constrain the choice of behavioral strategies of both parties are costs and benefits,and the strength is relatively weak.When the benefits of providing high-quality services by the private sector are less than the benefits of providing low-quality services,and the cost of active supervision by the government is greater than the benefits,the private sector provides lowquality services,and the government chooses passive supervision,and the supervision is in a state of failure;then,constructing a game model of government and private sectors under public participation,and found that the main factors affecting the behavioral strategy choices of participants also include the degree of public participation,the punishment of government departments,and the private sector’s gains in the future.Participants can be based on influencing factors.Change,choose to adjust their own behavioral strategies in time to obtain economic benefits while ensuring public interests;finally,in order to effectively ensure that the legitimate interests of the public are not violated,strengthen supervision and combine the actual background to enhance the supervision awareness and ability of government departments,enhance the awareness of the responsibility of the private sector,strengthen the public’s awareness and behavior of participation in the supervision of PPP projects,and provide suggestions on improving laws and regulations to ensure the high-quality operation of PPP projects and provide better services to the society.
