A Study On Urban Community Govermance Based On Heterogeneity

The Unit system community is the epitome of the social life of the city in the specific historical period,which is the unique product of the unit society in our country.With the deepening of reform and opening up,the unit system community began to collapse,replaced by the rise of urban communities,however,the unit system community to the urban community transition is a complex and difficult process.The Third Plenary Session of the Eighteenth Central Committee put forward for the first time that "promoting the modernization of state governance system and governance capability",from "management" to "governance" means that the transition from government-led to pluralistic governance reflects socialism The new development of democracy and the new manifestation is an equal and interactive process,emphasizing the people-centered thinking,so how to establish the cultural identity of the semi-acquaintance society,how to guide the residents to participate in community governance,become the current unit system community Transformation of the development of the inevitable topic.Firstly,this paper expounds the concepts of community,community governance,heterogeneity and community heterogeneity.Based on the theory of governance,new public management and community heterogeneity,this paper combs the current situation and dilemma of Tielu community governance in Tianjiao Street of Ordos City by means of literature,observation and field interviews,and finds that there are some common problems in community governance.Then it analyses the causes of the current community governance dilemma,and puts forward feasible countermeasures and suggestions for the current unit community governance.
