Research On Urban Community Governance Under The Background Of The Transformation From Unit System To Community System

As a special type of urban community,enterprise type unit system community,on June 11,2016,the general office of the State Council forwarded the relevant documents of the state owned assets supervision and Administration Commission and the Ministry of finance of the State Council.Starting with water supply,power supply,heating and property management,it stripped the functions of enterprise running society,marking the overall transformation of enterprise type unit system community governance system from unit system to community system from 2019.This paper takes the governance research of enterprise type unit community as the theme,selects YC community in Tengzhou City,Shandong Province as a case,and presents a case of enterprise unit community in the end of 2018,which is transformed from unit system to community system by using governance theory,small government theory and acquaintance social theory.Through building the community governance structure and function analysis framework,this paper comprehensively analyzes the existence of such transformation community governance The problem is to provide useful reference for strengthening this kind of community management and successfully completing the community system reform.In view of the current situation of YC community governance,the author believes that from the perspective of community governance structure,the main body of YC community governance has changed from a single enterprise to a multi-body participation of the government,market and social organizations,and the governance mode has changed into a horizontal collaborative management mode of "combination of blocks,with blocks as the main body" and a system management mode of standard standards;from the perspective of community characteristics,the exercise of power shows an autonomous trend,and the community capital In the process of source re integration,community service has been developed,and the governance relationship of each subject has been further straightened out.At the same time,combined with the actual situation of YC community,it is concluded that in this system reform,YC community has many problems,such as the confusion of residents seeking for management subjects,the confrontation of new governance methods,the administrative tendency of community organizations,and the lack of community integration ability.According to the structure function framework,the causes of these problems are analyzed from the aspects of governance subjects,governance methods,subject relationship,power and resources.Based on the analysis of YC community,this paper holds that the key to strengthen the governance of this kind of community lies in that the government should fill in the gaps in the transformed community as soon as possible from the aspects of mechanism,organization and personnel,actively guide the community management subjects to clearly define their respective functions and responsibilities,carry out multi-channel interpretation and publicity,develop community autonomous organizations,reduce the administrative functions of the community,and cooperate with enterprises in terms of personnel and resources Give necessary support to the community,rebuild the sense of belonging of the community,and realize the benign interaction and deep integration between the community and the residents.The innovation of this paper lies in the combination of theoretical and practical research,the analysis of static governance structure and dynamic community function,and the study of typical enterprise unit community in Tengzhou City,YC community,hoping to find out the common difficulties of this kind of community transformation under the background of rapid transformation of national policies,so as to strengthen This kind of community governance provides useful reference.On the other hand,this paper analyzes the transformation of enterprise community system from two aspects of governance structure and community function,which can better reflect the relationship between different governance methods adopted by the governance subjects of the transformed community,and comprehensively find out the existing problems of community governance,which has better practical effect.
