Cadres in townships are the practioners of rural guidelines and policies of our country,and also the basic human resources guarantee of the normal operation of township.A stable and reliable young cadre team is very important to the optimization and the improvement of the overall quality of the cadre team,and also very crucial to enhancement of the vitality of the government.However,most domestic scholars focus on civil servants in municipal public sectors,seldom pay attention to public institution staff,college students of three supports and one assistance project,and community workers,who actually play an important role in township government.This paper tries to analyze the factors affecting loss of young cadres in township from the aspects of individual,organization department,employer,and external environment in the perspective of public management.We mainly apply the theory of human resource management,management psychology etc,with the combination of qualitative & quantitative method through empirical research.Our research aims to provide some reference for the management of young cadres in the township government,so that the township government can pertinently improve the scientific level of the cadre team.This paper discovers that the opportunity of promotion and job changing,wages.family are the significant factors affecting the loss of young cadres in the township.Some factors,such as job requirement,unit fairness,job stress and job difficulty influence more than other factors,such as gender,easiness of job changing,education and training.According to our research,the paper suggests organization department and employers should attach great importance to those factors affecting the loss of young cadres in the township,such as opportunity of promotion,wages,job requirement,job stress and job difficulty,and take effective measures to improve the whole working environment and reduce the loss of young cadres.
