Cadres in townships are the cadres at the grass-roots level,the direct implementer of the policy of "agriculture,rural areas and farmers" in our country,and the guarantee for the normal performance of their functions in villages and towns.A sufficient number of young cadres in township with excellent professional competence are conducive to optimizing the structure of cadres' ranks and improving the overall quality of cadres.Throughout the existing research,domestic scholars mainly pay attention to provincial,municipal and county-level administrative organs,while township organs ignored.However,most domestic scholars focus on civil servants in municipal public sectors,seldom paying attention to public Institution staff,college students of three supports and one assistance project,and College-graduate Village Officials,who actually play an important role in township government.With the continuous progress and development of economy and society,in recent years,the working environment and mentality of young cadres in townships have been constantly changing.In addition,there are some problems in the training and use of young cadres,which to a certain extent affects the development of young cadres.As a result,the loss of young cadres in townships is increasing,which is increasingly affecting the stability of cadres team and the normal operation of township organs.Under new situations and circumstances,how to improve the management and use of the young cadres in townships has become an important issue faced by the organization and personnel departments and township government.In this paper,128 young cadres working in L town of G City in recent five years(2014-2018)are taken as a case to explore the causing factors of the loss of young cadres in townships from the perspective of individuals,organizational departments and employers through questionnaires and in-depth interviews.The causing factors of the loss of young cadres are studied by combining the theories of Job Embeddedness,Organizational Equilibrium and Bureaucracy.In the end,the paper puts forward countermeasures and suggestions from the perspectives of individual,organizational department and township,which can provide decision-making reference for township government departments to strengthen the management of young cadre team,so as to continuously improve the scientific level of cadre team construction and administration.
