Research On Rural Community Governance In Chongming Under The Background Of Ecological Island

The rural community is the most basic unit of governance in our country.In the modernization of the national governance system and the governance capacity,the modernization of the rural community governance system is the basis and the short board.As a major agricultural area in Shanghai,Chongming chose the ecological island development,with the development of social economy,especially the rapid advance of the construction of Chongming ecological island world class,work requirements faced in rural community of Chongming,the situation of the task,have undergone tremendous changes,the community governance model of traditional administrative command the development of the rural community has been unable to meet the requirements,there is an urgent need for community management philosophy and management methods to optimize the modern Chongming rural community governance model.Therefore,how to base on the reality of rural communities in Chongming,apply the theory of modern rural community governance,thoroughly analyze the situation,dig for problems,prescribe the right medicine,and further optimize the governance mode of rural communities in Chongming,is the core issue of this article.This paper is divided into four parts,focusing on the concept of rural community,combing the core concepts and basic characteristics of rural community governance,and taking the theory of multi center governance,good governance theory,community self-organization theory and ecological governance theory as the theoretical basis,and on the basis of summarizing the practice experience of rural community governance inChongming.To analyze the new situation,new tasks and new requirements in the rural community governance in Chongming,the new situation,the new task and the new requirements are analyzed in the aspects of the task,the main body of governance,the governance environment and the way of governance.The community contradictions and interweaves,the dissimilation of the main governance bodies,the incomplete governance mechanism,the lack of resources and the weak social strength are deeply excavated in the rural community governance in Chongming.The basic path of optimizing the rural community governance model is put forward,that is,to adapt to the new requirements of the new situation of the construction of the world-class ecological island,integrate the ecological construction into various links of the rural production and life,and to build the rural community governance model of "three students" in the ecological production and life: on the subject of governance,Expand the pluralistic participation of the party organization as the core of the leadership;in the way of governance,build the governing system of the rule of rule by rule by rule of rule by virtue and the rule of government;on the platform of governance,we should improve the management carrier of personnel integration,resource integration and function integration,and strengthen the construction of the system of supporting and protecting the protection system.
