The management of mobile street vendors has always been a difficult problem that the government is trying to solve.In the social background of the Party and the country's ardent advocacy of “Building a social governance structure for common governance and sharing,” and forming an “effective social governance and a good social order ”,new issues arising from the phenomenon of mobile hawkers have gained management and sociology.The attention of multidisciplinary scholars such as economics,law,etc.Based on the research background of the transformation of social governance in the context of the modernization of governance systems and governance capabilities,this paper combines the realities of mobile street vendor control actions in Xindai Town,Zhejiang Province and puts forward the “identity recognition of actors in the mobile street vendor management action.The social relationship network and its social network determine the choice of action strategies and are the key assumptions that influence the effective governance of mobile street vendors.It also seeks to create an “identity-social relations” analytical framework to provide tentative explanations for the effective governance of mobile vendors.This article focuses on two issues.The first is the identification of the subject's identity in the mobile street vendor's governance action,and the second is the social relationship network in the mobile street vendor's governance action.This articlebelieves that the answers to these two questions are the key to understanding the action strategies of different actors in the mobile street vendor governance action and achieving effective governance goals.The first question is devoted to exploring the identity recognition of key actors' behavioral trends.This question is about how to understand the identity factor is the basis of social action construction.The second issue is based on the social structure of China's affiliated society.It analyzes the different types of social relations and their adjustments to the subject's behavior in the mobile hawker governance actions.Research on these issues will be based on the theoretical foundation of social relations related to identity and localization.The arrangement and basic conclusions of this paper are as follows:The first part(Introduction,Chapter 1): Introduce the origin of the research,the main research methods,the analysis framework of this article and the background of the mobile street vendor governance action case in Xindai Town,Zhejiang Province,and through the evolution process of the discourse system of social governance,identity and society.The research status of relationship localization lays a theoretical foundation for this unique research perspective.The second part(Chapter 2 and Chapter 3): Based on the analysis framework of“identity-social relations”,this paper focuses on the selection of key actors' action strategies and their influencing factors in mobile street vendor governance.The first is the analysis of identity factors,mainly based on the“identity”theory,comparing the key actors ' perceptions of self-identity in the case,and what kind of behavioral norms individuals will adopt based on their self-identity to achieve self-order pursuit..Secondly,the analysis of social relations,combined with the characteristics of China's“ society-related society ”,focuses on the analysis of the three types of social relations existing in the field of mobile vendor's governance and its impact on the selection of actors' action strategies.The third part(Chapter 4): Under the social governance pattern of common governance and sharing,the paper regulates the relationship between politics and society,the activation of governance elites,and the characteristics of society based on China's relations and fosters informal norms to regulate its behavior.At every level,it seeks an effective governance path for mobile vendors and similar social governance problems,and establishes an order of self-governance in the area of social governance.The fourth part(conclusion): Summarize the research and development of the full text,and carry out theoretical discussions.The preliminary conclusion of this paper is that in the governance actions carried out by the grassroots in China,we cannot simply think about the logic of action of each subject from the assumption of “rational economic man”.In social contexts formed by various relationships,actors will generate different values and rules of preferences based on their identity.At the same time,the actual behavior of actors will also be subject to the rules and The impact of the specification.Based on this,the paper proposes that the effective governance of mobile vendors requires the government to release corresponding social governance space,reshape the relationship between the government and society,and make it possible for the participation,contributions,and overall actions of multiple entities.Second,through the activation of the governance elite identity,integrate more social resources.Finally,the effective use of the characteristics of China ' s social relations and the establishment of an autonomous community based on trust and reciprocal relations have enabled the effectiveness of governance actions to be effectively promoted.
