Study Of The Contribution Of Land Resource Revenue To The Old-age Pension In Rural Area Of Hubei Province

China has entered the aging society gradually in the beginning of 21 th century,and is in the stage of deepening aging.Solving the problem of providing/ for the aged is an important livelihood issue faced by our country.The economic development of urban and rural two different economic systems is unevenly developed,which leads to a large number of rural young adults going out to work in cities,which leads to a high ratio of aging in rural areas.In recent years,the construction of rural old-age security system has been developing rapidly,basically realizing the full coverage of rural residents,basically achieving the goal of "wide coverage".The new agricultural insurance system began to be implemented since October 1,2010,when the aged 60-year old rural elderly have no need to pay,and the basic pension can be obtained directly.The basic pension is provided by the government finance.But the basic pension of 55 yuan per person per month(where the conditions are appropriately increased by local finance)is too low for the elderly in rural areas,especially in comparison with the basic pension of urban residents.The current new rural social security policy has established a basically perfect institutional framework.However,there is a low level of protection in the new rural social security system.We must look directly at it.Implementation of rural residents in old age,a sense of security,gradually improve the rural residents pension benefits is an urgent problem to besolved.This paper collates and sums up the land management mode in rural areas of Hubei Province,and collates four main modes of operation and utilization in the rural areas of Hubei province: self farming,leasing,land entry and land expropriation compensation.The economic income of different land management models is calculated,and the economic support level of rural land resources in rural areas in Hubei province is grasped as a whole.By means of Professor Mu Huaizhong and Professor Bian Shu's social security moderation level model,combined with the current status of rural social and economic development in Hubei Province,this paper calculates the level of the current pension security in rural areas of Hubei province.Combined with the income level of different land use management model and the level of rural pension moderation,the contribution level of rural land resources to the elderly in rural areas is analyzed from two angles: the level contribution and the moderate contribution of the land resources to the elderly in rural areasThrough combing and calculating the way of land resource management and utilization in rural areas of Hubei Province,and combining with the moderate level of old-age security,the study finally calculates the level and contribution of the land income to the elderly in rural areas.The final conclusion is that the income of the rural land resources in Hubei provides a certain degree of support for the elderly to provide for the elderly,and has a positive effect on raising the level of the replacement rate for the elderly in rural areas.At the same time,it also make us recognize the great potential of the rural land resources,and can improve the production by changing the management mode.Efficiency and increase of economic benefits provide more economic support for the elderly in rural areas.Finally,according to the current situation of land resources management and utilization in rural areas of Hubei Province,the corresponding policy suggestions are put forward to explore the potential of the economic support of the land resources in the rural elderly.
