The performance of civil servants is an important guarantee for the improvement of government performance.The performance evaluation of civil servants is necessary for high-quality professional cadres what The 19 th National Congress of the Communist Party of China said.And it is an important way to build the service-oriented Government that get the people's satisfactory.The tax authority of Lanzhou undertakes the duty of collecting the tax,but when facing the changeable tax policy and the taxpayer with much more stronger consciousness,high quality and efficiency servants is the important guarantee for the work.In January 2014,The State taxation administration operate the information system of performance management,then in the next year,Lanzhou tax authorities introduced the system.The Internet +,Tax services and performance evaluation work are combined through the system,what make works process normalize,and performance evaluation complete.But in the operation of the system and the application of evaluation results,there are still some problems such as weak performance culture,non-measurement of evaluation indexes,lower participation of service objects and inadequate use of evaluation results.This paper defines some concepts relevant with the performance appraisal,it also summarizes the theory of objective management,the incentive theory and the participation theory,principles of performance evaluation system,significance of Internet + performance evaluation,tools of performance evaluation.Then it discusses and compares the performance evaluation of civil servants based on traditional examination methods and the characteristics of "internet +" civil servant performance evaluation.And it studies the key measures and experiences in the process of the performance evaluation of the Government and civil servants in Br itain and America by using case study and comparative analysis method.The performance evaluation of the civil servants in Hubei province and Lanzhou state tax bureau also can serve as reference and guidance for the research.By Summing up all the exper ience and revelation,the paper concludes that the performance evaluation of the civil servants is confronted with the difficulties and problems in the cognitive level,the evaluation process and the application of the evaluation results.And at the same time,not only the use of policies and regulations,but also the specific corrective measures are proposed to solve the problem.By analyzing and summarizing the difficulties of performance appraisal of civil servants in Lanzhou tax authorities,to study the optimization direction and improvement method of civil servants' performance evaluation is to promote the performance of the civil servants themselves and improve the image of Lanzhou tax authorities.
