China is a large coal-based energy production and consumption country, and the coal industry plays an important role. However, starting from 2014,with the decline in international energy prices, the lack of coal demand, the adjustment of domestic energy structure, and the inability of excess production capacity to digest, the coal economy in China has been deteriorating drastically, production and sales volumes have declined, business operations have become difficult, and state-owned enterprises have become more It was hard-hit that the occupational status of coal workers suffered. This paper takes the state-owned coal workers in S city of Shanxi Province as an example to study the occupational mobility of coal workers in state-owned enterprises. The survey targets 340 coal workers from three state-owned enterprises in S city, including 332 questionnaire surveys and 8 interviews in detail. There are both miners engaged in first-line coal mining and ground operations personnel.Through the sample's former professional mobility experience and future professional mobility intentions,it is concluded that the occupational mobility situation has the following characteristics: First, the macro-structured flow of occupational flow is the main;second, the initiative mobility Low;third is the narrow space for upward mobility;fourth, occupational mobility occurs in its age-rich age group;fifth, limited occupational mobility;and sixth, future professional mobility is dominated by “changes”.The professional mobility features presented above profoundly reflect that some of the deep system defects and disadvantages of the SOE units affect the occupational mobility of coal workers;in addition, the development of the coal industry has caused macroscopic occupational mobility among employees;personal income levels and ages. And the status of education is also an important influencing factor.Based on the analysis of the occupational mobility of coal workers and the influencing factors, this paper proposes some suggestions for ensuring the career development of coal workers.First,it is necessary to speed up the optimization of the industrial structure, promote the transformation of resources depending on the major provinces, and vigorously develop the economy.,Can create more jobs, provide employment opportunities for a large number of surplus people in the coal industry;deepen the reform of the coal industry, give play to the huge energy role of coal, combine modern science and technology, and take a long-term development path;once again,state-owned enterprises must continue to deepen Institutional reforms will make full use of the market's competition mechanism to expand itself, gradually clear internal irrational factors, and at the same time strengthen the skills training of workers, enhance their professional skills, and increase their strength for effective professional mobility in the future;the most fundamental is the coal workers themselves. In order to combine reality with a reasonable plan for the future, reasonable professional mobility will not only maximize the value of its own,but also promote the entire labor market and promote the healthy operation of society.
