With the vigorous development of the socialist market economy and the deepening of the reform of the administrative management system,the people's awareness of democracy and their rights have continued to increase.The government urgently needs to build a service-oriented government that is satisfactory to the people in order to respond effectively to the people's appeal for democracy.Civil servants as the main body of government and the carrier of providing public services,the public service capacity of civil servants will directly affect the image of the government and its credibility,and also affect the effective promotion of building a service-oriented government.Therefore,the research goal of this paper is to construct a scientific evaluation index system for public service capacity of civil servants,to apply it practically and to provide an opinion for objective evaluation of the public service capacity of civil servants.Based on the literature review of civil servants' public service capabilities,this paper uses the theory of competency and the "National Civil Service General Capability Standard Framework(Trial)"to define civil servants' public service capabilities.According to this,the first-level indicators of the public service ability evaluation index system are designed,and the secondary indicators corresponding to the first-level indicators are extracted based on the literature,then a complete evaluation index system is initially constructed.Afterwards,through the data search,one-on-one interviews,and questionnaire surveys,the paper makes a preliminary understanding of the status quo of public service capacity evaluation of civil servants in Tongxiang,analyzes the problems existing in the public service capacity evaluation of Tongxiang,and conducts empirical screening of indicators.According to the selected indicators,the paper formulate a weights design questionnaire,and using the AHP to assign corresponding weights to each index.Taking some civil servants in Tongxiang as an example,the public service ability evaluation index system is actually applied to further validate the research results.Finally,this paper proposes corresponding countermeasures to raising public service capacity of civil servants in Tongxiang on the basis of the evaluation results of the public service ability of some public servants and the evaluation index system of the public service capacity of civil servants.
