A Study On The Path Of Improving The Literacy Of The Rule Of Law Of The Leading Cadre

After the 4th Plenary Session of the 18 th Central Committee of the Communist Party of China,the nineteen report made a strategic layout for promoting the overall rule of law,the expression of the rule of law in the nineteen report is also the most frequent among reports of every party congress,indicating that in the current our party and government attach great attention to the rule of law.The leading cadre is the main member of promoting the overall rule of law,so the leading cadre's literacy of the rule of law is related to the realization of the overall rule of law.Based on such a point of departure,take the improvement of the literacy of the rule of law as basic goal,this paper analyzes the problems and causes consisting in the literacy of the rule of law of the leading cadre by the way of institutional research and case study,then some measures to improve the literacy of the rule of law of the leading cadre are put forward.The full text is divided into seven sections: the first chapter is the introduction.It mainly introduces the source,significance,review of relevant research,study logic and measures and innovation of this paper.The second part is the theoretical exploration of the literacy of the rule of law of the leading cadre.It mainly introduces the concept,characteristics and basic connotation of the literacy of the rule of law of the leading cadre,and analyses the relationship between the rule of law and the rule of virtue,in addition,it discusses the positive significance of improving the literacy of the rule of law of the leading cadre.The third part is the current problems of the literacy of the rule of law of the leading cadre.This paper mainly analyzes the following problems: the will of the leading cadre is higher than the law,the lack of scientific nature and democracy,the insufficiency of legal knowledge,distortion of applicable laws and abuse of discretion.The fourth part is the analysis of the cause of the problem of the literacy of the rule of law of the leading cadre.Through combing,this paper argues these reasons: the lack of belief in the rule of law,weak legal consciousness,the insufficiency of legal thinking,weak law-abiding desire,the lack of usage ability and weakening of legal responsibility.The fifth part is the basic path to improve the literacy of the rule of law of the leading cadre,mainly including strengthening ideological training,strengthening system construction,standardizing legal practice,creating a legal environment,improving error correction mechanism and improving accountability mechanisms.The sixth part is the matching safeguards to improve the literacy of the rule of law of the leading cadre.In the aspect of matching safeguards,it mainly puts forward some measures,such as setting up standard unified mechanism,perfecting examination and evaluation mechanism,perfecting cadre appointment mechanism,strengthening job guarantee mechanism and strengthening democratic supervision mechanism.The seventh part is the conclusion.The main aim is to sum up the full text and raise the conclusion of the thesis.
