Under the background of global governance,China's economy has entered a stage of rapid development,social structure has been adjusted and the urbanization has been further promoted,social governance innovation and improvement of people's living standard have become the two major tasks of social construction in the present stage of China.As the basic part of social governance and the primary level of the improvement of the living standards,community governance has been playing a critical role.Being different from the concept of community in the West,community in China is built based on administrative division,and is a gathering that a group of people choose to live in the same area.Since the implementation of housing monetization policy in China,groups of different classes have chosen to live in different locations and different residential environments in cities based on their social and economic status.Coupled with the development of urbanization and modernization,the coexistence of the older residential quarters and newly built commercial residential quarters in the same district generated,and also people from different social classes may live in the same community,which can be called as a mixed community.This study takes S community,a typical mixed community,as a case.The living condition of each apartment is quite different,as well as the heterogeneity,attitudes and behavior of the residents in the community,thus,different community services are in need,which is a significant difference compared to other communities.However,different vacancies in property management existing in the new and old two types of communities in the same community,conflicts existing because of different appeals between different groups in the same community,the lack of suitable services for different demandsin a mixed community,being short of suitable mixed community management model are 4 problems existing in the process of governance of the mixed community.Therefore,considering the practical situation of S community,being the state of lacking the strategy of property management,having not yet formed the basis of public interest,following the traditional concept of community service,"One size fits all" administrative management mode are the causes for the problems in the current community governance.Based on the analysis of the causes of the existing problems,by employing the governance theory and the theory of social integration,this study tries to suggest some countermeasures from the perspective of public management: to create a relative equality of the living condition between those older residential quarters and new newly built commercial residential quarters through the re-built of older residential area led by government and the urban environmental governance;Then,according to the practical needs,property services are classified to implement.Under the stimulation and the influence of the community,the goal of making residents integrate into the community can be primarily achieved through the participation of various activities held by the community.Constructing a diversified and differentiated supply mechanism of community public services,integrating the resources of individuals,public and private institutions,which can be used to meet the various service needs of community residents.Through the education of all the residents from each social class,the promotion of democratic ability,the enhancement of the legal sense,the comprehensive quality and the living ability in society of all residents in mixed community can be improved.Thus,to further foster the formation of community,promoting the mutual development,achieving good governance at the community level.Only in this way can the harmonious relationship be promoted,so as to return to the nature and the original purposes of mixed community.
