Research On Rural Grassroots Petition In Social Transition Period

The social transition period mentioned in this article means that the reform and opening up has been in the stage of social transformation.In this stage,China gradually abandoned the traditional model of socialism,more and more into characteristic socialism,gradually from the agricultural social form to industrialization,modern society,gradually from the rule of law society to the transformation.During this period,social and economic structures,cultural patterns and values were constantly changing,and environmental changes led to the aggravation of existing contradictions and the emergence of new ones.It has played an indispensable and important role in this stage.The newly revised Complaints and Visits Regulations of 2005 emphasize,inter alia,the need to adhere to the basic principles of territorial administration and hierarchical responsibility,with a view to achieving the function of solving local problems in accordance with the law and the purpose of guiding education,and more and more problems must be solved by grass-roots governments.And more and more responsible work,and more responsibility.However,due to the objective factors of the National conditions and some policies,the redundancy of the current petition system,the lack of governance capacity of the grassroots government,and the lack of the rule of law culture,the grassroots petition departments are often unable to handle the petition issues.This is also the original intention of this article.That is,how to solve a series of grass-roots petition problems and contradictions in the social transition period,and then achieve the purpose of the source of petition management,adhere to the principle of addressing grassroots problems with petition and visit,and resolve the frontline.This article takes the B town of Bishan District,which the author has worked on,as the research object of the grassroots petition and visit management work in the transition period.Through the collation of relevant literature materials,we adopt methods such as interviews,field investigations,literature studies,and case analysis.It is concluded that the dilemma faced by the petition work in Bishan District B Town is(1)that contradictions occur at the grassroots level,but it is difficult to be properly resolved at the grassroots level;(2)Enclosure visits occur from time to time,and the grassroots government has great pressure to maintain stability;(3)The matters of complaint reporting are miscellaneous,and the workload of the grassroots complaint reporting is aggravated;(4)There are many problems left over from history,and it is difficult to resolve them.Then combining the theory of social conflict and the theory of government governance,the author puts forward some measures to improve the basic level petition work in the transition period.We will consolidate the base of grassroots petition and establish a long-term mechanism for grassroots petition work;Second,improve the government's ability to govern and resolve contradictions from the source;The third is to improve the information network of petition and visit,and explore a new model of petition and visit mediation;Fourth,we need to change the concept of petition and visit and create a cultural environment based on the rule of law.It is expected that these countermeasures will provide some help to the grassroots government on the issue of petition governance.
