Study On The Performance Of District And County People’s Congress Deputies In Community Governance

The People’s Congress system is the fundamental political system of China,and the deputies to the People’s Congress play crucial roles in it.Effective performance of the deputies makes a better operation system of the People’s Congress.As the center of social governance moves down to the base,in the process of building the community governance system,as the "government mouthpiece" between the community residents and the government,deputies to the People’s Congresshave the unique advantages of being advanced,representative,and extensive,which will certainly lead the deputies to play important roles in community governance.In recent years,the performance of the People’s Congress deputies has attracted much attention,and the district and county People’s Congress deputies act as bridges between the Party and people,as they are not only able to fully reflect the livelihood issues,but also correctly guide the grassroots to express their political demands properly they are important forces to maintain the stability of society.Therefore,it is very necessary to study the performance of the district and countyPeople’s Congress deputies in community governance,which will be very valuable to crack the bottleneck and improve the effectiveness of deputies’ performance in political administration..Firstly,the thesis analyzes the responsibilities and advantages of the deputies to the People’s Congress,stating their performance of duties not in session.Secondly,the thesis define the community and the community governance,clarifying theperformance and duties of the People’s Congress deputies in community governance.Thirdly,by doing a case study of the People’s Congress deputies of Jiulongpo district,the thesis introduces relevant cases and data statistics to analyze and elaborates the mechanism,status quo of community governance.Subsequently,the thesis analyzes the performance issues of the People’s Congress deputies in community governance,and explores the reasons.Finally,the thesis states that we should strengthen and improve the ways and means for deputies to perform their duties in community governance from three aspects: creating better environment,strengthening the guarantee system and perfecting the management mechanism.
