The Research On The Problems Of The Duty Performance Of The Deputies To The County People’s Congress

The system of the national people’s congress system has always adhered to the law-ruling thoughts that all power belongs to the people.It has been proved by history and practice that the promotion and implementation of the national people’s congress system plays a decisive role in realizing people’s democracy in the whole process of our country.The system of the county people’s congress is not only the first level people’s congress system,which is directly elected,but also the first-class organ of state power nearest to the masses.It is of great significance in the process of the Party leading the people to develop socialist democracy.Improving the ability of deputies to the county people’s congress to perform their duties is an inevitable requirement to promote the high-quality development of China’s democratic political construction.At present,there are many problems in the process of performing the duties of the deputies to the county people’s congress in China,such as weak concept of performing their duties,low supervision efficiency and insignificant effectiveness of representative activities.The supervision responsibilities entrusted to the deputies to the people’s congress by the constitution and laws cannot play well in the process of government administration,which is still far from the expectations of the party and the people.A systematic study of the performance of duties of the deputies to the county people’s congress is of great significance to the legalization and standardized operation of the system of deputies to the national people’s congress.It can effectively solve the current difficulties and problems in the performance of duties of the deputies to county people’s congress and enhance the awareness that the deputies to the county people’s congress perform their statutory duties on behalf of the will of the people,and realize the effective supervision of government work,and promote the high-quality development of the work of the people’s congress.The research content of this paper mainly includes four parts.The first part is an overview of the performance of duties of the deputies to the national people’s congress,which expounds the theoretical reasons for the performance of duties of the deputies to the national people’s congress through the analysis of the emergence,functions and powers and performance role of the deputies to the national people’s congress.The second part is to explain the current situation of the performance of the duties of the deputies to the Zhongyang county people’s congress and analyzes the performance of duties of the deputies to the Zhongyang county people’s congress from the aspects of the situation of the deputies to the Zhongyang county people’s congress,the ways of the deputies to perform their duties and the construction of the representative contact sites.The third part is the analysis of the existing problems and causes,analyzing the problems from the aspects of the deputies themselves,mechanism operation and contact site construction,and analyzing the reasons.The fourth part is to put forward countermeasures and suggestions.Compared with the problems and reasons of the performance of duties of the deputies,it puts forward countermeasures and suggestions from three aspects: The deputies’ comprehensive quality,the environment of the performance of duties and sound mechanism.
