The Research On Improvement Of County Government Microblogging's Influence

With the continuous development of e-government,government micro-blog has become a new platform for government information disclosure,understanding of social conditions and public opinion,emergency handling,network politics,and dispelling rumors.It has played an increasingly important role in government information disclosure,social governance innovation,public opinion guidance and government image shaping,changing the government's management style and promoting the government's transition from a management-oriented government to a service-oriented government.As government micro-blog is still a new thing,compared with other popular micro-blogs,there is still no effective means of communication and a sound long-term mechanism.The influence of government micro-blog is still insufficient and the influence of micro-blog at all levels is quite different.In particular,there is still a lot of space for the improvement of the influence of county government micro-blogs,which hinders the long-term stable development of government micro-blog,making it unable to play a greater role in innovative government governance,and giving full play to government micro-blog in government innovation.It is a must to enhance the influence of county government micro-blogs,in order to take full advantage of government micro-blogs role in its creative social management process.This paper firstly reviews the development process of the three stages of the introduction,growth and comprehensive development of China's government micro-blog.This paper also summarizes the following four functions of government micro-blog: “publishing government information,broadening the information disclosure channels,expanding the publicity effect,and improving the government image,releasing the official description of the emergency,seizing the opportunity to deal with the crisis,disposal of network public opinion,and smashing network rumors.”In addition,it figures out the future government micro-blog's trend,in other words,the matrix situation of social governess based on the people-centered&problem-oriented government micro-blog.Secondly,in the summary of literature research and practical work experience,the author uses the five indicators of communication power,activity,coverage,vitality and operational power to construct the evaluation system of government micro-blog influence,and evaluate the government influence of micro-blog of Chengdu Shuangliu district.The paper gets the conclusion that: the Shuangliu district government micro-blog have strong influence,and the official micro-blog "Tianfushuangliu" ranks in the forefront of the influence of the national top micro-county government micro-blog,which provides an significant reference for other county-level government micro-blogs.Consequently,the author not only makes analysis on the critical factors on the enhancement of “Tianfushuangliu” microblog's influence from the following four aspects: network governance,operation management mechanism construction,content construction and operation subject cultivation,but also summarizes the following effective measures: timely release of authoritative information,construction of district-level government micro-blog matrix,and establishment of linkage mechanism with other new media platforms at the district level;timely release of information related to the vital interests of the people,establishment of reporting system,and strengthening the training of operational personnel on news theory knowledge,overall awareness,and sense of responsibility.,etc.In addition,after a detailed analysis of critical elements regarding to the enhancement of micro-blog's influence of “Tianfu shuangliu”.This paper hopes to spread it's mode to whole county-level government micro-blogs,to promote county-level government micro-blog's influence,and maximize the function of micro-blog administration.Therefore,it can promote the modernization of government.
