A Study On Holistic Governance Mechanism Of "Country To Residence" Community

China's "Country to Residence"Community was born in the 20~thh century,the late 90s.As a new type of urban community,the governance of"Country to Residence"has its particularity and complexity,as we can see that new problems such as"Fragmentation phenomenon"and"wicked problems"have become the hard block in the process of community governance to develop the community healthily.How to solve these problems and realize the innovation of community governance mechanism of"Country to Residence"has important theoretical value and practical significance for the future construction and development of community.Therefore,the dilemma faced by our community governance needs to be further studied and find effective solutions.At present,there are not many studies on the fragmentation of community governance in the academic circles,and the analysis mainly focuses on the analysis of its status,origin and harm.The solution path also tends to establish a unified community management system and play a leading role in the community,and lack of a strong theoretical support.Holistic governance is another forward-looking governance theory after the New Public Management,which has been widely used to solve the"wicked problems"and"fragmentation phenomenon"in the process of governance in western developed countries and has achieved remarkable results.In this paper,I take community D in Hangzhou as the research object,employing holistic governance as the analysis tool,from the aspects of community governance"involution",lack of community governance funds,weak community social capital,and the fragmentation of community public service supply to elaborate the dilemma that exists in community governance,and then picked out the main reason under those problems like traditional system side-effect,absence of integrated community public service organizations,lack of long-acting fund input mechanism of community governance and weak participation consciousness of community residents.At the same time,the concrete governance practice of community D is taken as an example to analyze the adaptability of the holistic governance theory and the community governance of"Country to Residence",and realize the combination of both.In the end,the paper puts forward the integrated management mode of"Country to Residence"from three levels:governance level integration,governance function integration and public-private cooperative governance,and finally come up with the mechanism of"government service and guidance,community integrate and responsible,multiple integrate and coordinate",which provides reference to solve the common governance problems of"Country to Residence"community.On the basis of summarizing the application of the holistic governance theory,this paper focuses on the problems and challenges in the process of community governance in China,and discusses how to construct an integrated community governance mechanism in accordance with the general requirements of China's community governance,in order to solve the problem of community governance.
