Research On The Risk Management Of Government Purchase Service From The Perspective Of Public Service Chain

Since the 1990 s,our country treated Beijing,Shanghai and Guangzhou as the pilot cities of government purchase service,the marketization of public service of China has gone through more than 20 years.Through the new mode of the supply of public services,the efficiency of government's work has increased,the cost of public service supply has reduced,and the quality and efficiency of public services has improved significantly.However,due to the government purchase service started late in our country,the government only pursuit the efficiency of the government purchase service,and the way in which the government purchase,supervision is relatively single,there appeared a lot of risk that cannot avoid.Such as,government power rent-seeking and corruption,the indistinct content of government purchase service,insufficient ability of social organization,imperfect competition of the market and the legal system is not sound,etc.Therefore,how to deal with the risk that appeared in the process of government purchase service practice,meet the diversity of social demand,optimizing the government purchase service has already become an important work of government administrative reform in our country at present.This article will combine the perspective of public service chain,from four segments: “who are buying”-“what to buy”-“who to buy”-“how to buy”,to analysis and research the risk and problem appeared in the process of China's government purchase service.The article is divided into five parts: the first part is the foreword,a literature review was conducted to realize the research background,significance of study,the development and academic exploration of government purchase service at home and abroad and explain the research methods and the frame of this paper.The second part is about the definition of public service chain,government purchase service and the elaboration of the risk management in the government management,which lays the foundation for the later analysis.The third part expounds what the riskand difficulties our government faced in the perspective of public service chain and analysis its reason;and points out the risk of government purchase service can be attributed to the inefficiency of the government and social organization,the unclear understanding of the government purchase service and the immature of law and market environment.The forth part mainly for the case study: according to analysis of the successful experience at home and abroad to come out the risk management method that can be referenced in our country.The fifth part is the countermeasure study: in the basis of the third part analysis of the risk and its reason of government purchase service,this part puts forward some countermeasures.
