Risks Identification In The Government Purchase Of Public Services

Since the 1970 s,the new public management movement and privatization led by western countries have been accelerating the pace of development,and the government has continued to promote the exploration of purchasing public services.Public service outsourcing in western developed countries has been gradually introduced into many fields,such as medical care,education,pension and so on.At the end of the 20 th century,our government learned from the successful experience of Western governments in purchasing public services,and then began to implement this mode,introducing the market competition mechanism into the field of public services,trying to provide better and better services to the people through this way.Whether in the developed western countries or in our country where privatization is relatively mature,there are also some problems in the process of government purchasing public services when the government continues to promote the purchase of public services.So this study has theoretical value and practical significance.This paper collects the excellent research results of previous scholars on government purchasing public services,and integrates the collected data,clarifies the core concepts and related theories of government purchasing public services,and based on the previous research results,establishes a three-dimensional model covering three dimensions: risk subject,risk stage and risk source.Type I is used to identify risks,and the key points of risk identification in three dimensions are analyzed from the perspectives of subject,nature and time.Then,Shanghai is selected as a case study to introduce the current situation of government public services in Shanghai,in order to identify the risk of Shanghai government purchasing public services.Finally,according to the actual situation of Shanghai,through the risk identification model,from the aspects of institutionalization,legalization,information disclosure and social participation,this paper puts forward corresponding countermeasures and suggestions to improve the purchase of public services by Shanghai government.
