Research On Public Security Organizations In Rural Area Of Autonomous Regions Of Minorities

Public security problems endanger the safety of person and property.public security organizations are important force of public order control and crime prevention.Especially in rural area which police force is weakness,those organizations play a vital role.At present,we are intensifying our crucial fight against poverty and organized crimes with the nature of sinister society in the whole country.We are also implementing strategy of rural revitalization.Therefore,strengthening public order control and maintenance in rural area is an urgent task.Autonomous regions of minorities in rural area,which restricted by economy and culture,are focal and difficult parts of public order control all the time.To sum up,strengthening public security organizations in rural area of autonomous regions of minorities hold great significance.This paper,taking rural area of autonomous regions of minorities in Yunnan province as an example,investigating the problems of public security organizations by the methods of data collection and face-to-face interview.After a series of detailed analysis of collected data and systematic review of related literature from home and abroad,the author examines the reasons contributing to those complex issues deliberately,and then proposed the suggestions and solutions.Public security organizations in rural area of autonomous regions of minorities have their own characteristics,including general autonomy,minorities numbers,passive react,native culture,ethic morals and slowly increase.Those organizations face some difficulties.Firstly,organization guarantee is not well designed and implemented and imperfect law and regulations.Secondly,there are lack of strength,and the talented person resources are also short.Thirdly,the insufficient participation in community is also a big obstacle of comprehensive control of social security.There are various influence factors,including the aspects of economy,system and ethnic culture.To improve the ability of those organizations in rural area of autonomous regions of minorities,the author offers some optimization suggestions from four aspects.Firstly,it should perfect laws and regulations with efficient safeguarding.Secondly,organization constructions and unified planning and coordination ought to be strengthen.Thirdly,it is important to strength the team building,including team selecting and training.Lastly,ethnic culture should be applied in resolving civil disputes and public security issues.
