The Research Of Basic-Level Police Department Intelligence Serve Actual Police Combat

Driven by further deepening reform of the public security,"intelligence-led policing" is a new trend,which has been explored and studied by so many scholars.Especially with the gradual establishment of the "four-in-one" intelligence structure of the Ministry of Public Security,public security intelligence work has become an indispensable part of public security reform.The senior scholars continue to explore on the mechanism and process of public security intelligence work,intelligence analysis methods,intelligence technology and Information sharing.The basic public security organs,as the front line of actual police combat,need all kinds of intelligence information to serve for it,and to solve various problems existing in actual combat,to improve the efficiency of police work.This paper conducts a comprehensive analysis and comparative study on the domestic and international literature.Three aspects: basic-level public security organs,intelligence services and practical applications are specified.At the same time,it combines practical work experience and research in basic public security organs.The information was summarized in the application mechanism,process and examples of the three types of police actual combat activities,such as public security patrol,investigation and police command,combined with the practical work experience and interview records of public security intelligence applied in basic public security organs.It summarizes the shortcomings of the actual situation of information services in terms of data,talents and applications.In view of the inadequacies,this paper analyzes the causes from the internal and external aspects of the public security organs,and concludesIn view of the above problems and reasons,this paper proposes This paper proposes to build a four-layer model(Infrastructure-Resource-Innovation-Coordinate,IRIC)to improve the intelligence service of basic public security organs from the perspective of intelligence service,which is,to improve the actual service of the intelligence services of basic-level public security organs from the lower to the higher levels:Infrastructure construction layer,resource allocation layer,talent innovation layer and coordination service layer.The IRTC is to promote the public security information technology from single to multi-dimensional,for the basic police reform.To provide intellectual support to promote the in-depth application of public security intelligence from professional to full police,and a solid guarantee for the development of basic policing.
