Research On Intelligence Collection In The Governance Of “Three Types Of Illegal Activities”in Public Security Organs

The governance of “three types of illegal activities” including illegal entry,illegal residence and illegal employment in China is one of the key responsibilities of the Exit and Entry Administration Department of the public security organ.The effectiveness of management not only directly affects the stability of local public security but also affects the local economy,culture,international exchange and cooperation,and even the national sovereignty and our global image.With the increase of China’s international influence,more and more foreign enterprises and foreigners swarm into China.As a result,the “three types of illegal activities” becomes more common.Considering the complexity of the situation,the public security organ must find out the accurate breakthrough point,and the intelligence collection is an important link in cracking down on these illegal activities.It is an important duty and task for the current public security organ to well manage the intelligence collection to effectively govern of “three types of illegal activities”,maintain the social and public order and better promote the economic development of our country.This paper takes the practical work of intelligence collection in the governance of “three types of illegal activities” in Baoan district of Shenzhen as an example,explores the connotation,difficulties and problems encountered during the intelligence collection,and puts forwards the long-term and specific countermeasures.This paper is composed of four parts.The first part introduces the research background and significance of this study,sorts out the main domestic and foreign practices on the governance of “three types of illegal activities”,and outlines the research methods and ideas of this paper.The second part defines the “three types of illegal activities”,determines the scope of the related issues,analyzes the main domestic and foreign practices applied to manage these issues,and discusses the meaning,characteristics ways and functions of intelligence collection in the governance of “three types of illegal activities”.The third part investigates the current situation of intelligence collection in the governance of “three types of illegal activities”,introduces the overall situation in the governance of “three types of illegal activities”,and expounds the main practices and difficulties of intelligence collection in the governance of " three types of illegal activities " in Baoan district of Shenzhen.The fourth part studies the strategies applied in the intelligence collection in the governance of “three types of illegal activities” and proposes practical countermeasures from various aspects,such as the intelligence collection system,the intelligence collection technology and approach,and the construction of intelligence collection capability.
