A Study On Community Governance Model Of "Three Clubs Linkage"

With the continuous development of social economy,more and more grass-roots social management and service functions make the grass-roots community face the problems of insufficient strength,insufficient resources,weak vitality and heavy burden.In recent years,the Shenzhen municipal government to strengthen the community construction,the construction of social organizations and social work professional construction,to distinguish between communities,social organizations and social workers in their respective roles,explore the establishment of efficient linkage mechanism between the three.The development of the community has provided favorable conditions for the cultivation of social organizations and the transfer of government functions by social work institutions,and the interactive foundation of communities,social organizations and social workers has thus formed.Through the "three agency linked" to establish "Party leadership,government responsibility,social coordination,public participation in the social management pattern,the formation of mutual cooperation,mutual support,to jointly promote the good situation and carry out the work of social management reform,realize the transformation from the traditional social management mode to modern social governance system.To speed up the "three agency linkage" for Shenzhen community construction and public service development process,to vigorously promote and accelerate the construction of a harmonious society,with theoretical exploration and practical significance,also is the municipal government according to the party's eighteen and the third Plenary Session of the 18 th CPC Central Committee spirit,adapt to the situation of demand,a strategically important decision to strengthen and the innovation of social governance system and mechanism construction,enhance the governance capacity modernization.Therefore,the study mainly analyzes the governance model of Yitian community community from the perspective of "three social interaction",and tries to reveal the results,problems and causes of the "three communities linked community governance model" in the process of operation.Through the discussion of the three elements of social linkage model,combined with the Shenzhen city "three agency linkage" community governance model to promote community development of social work experience,on the three linkage mechanism to promote community development of social work agency and puts forward some opinions.
