Since the Shanghai Municipal People's Government initiated the minimum living security system for urban residents in China in 1993,China's low-income system has been implemented for more than 20 years.The "Statistical Communiqué on Social Service Development in 2017" published on the website of the Ministry of Civil Affairs shows that in 2017,the minimum living guarantee funds for financial expenditures at all levels in the country were 169.23 billion yuan.In 1996,the Ministry of Civil Affairs first included the minimum living security system in the "Statistical Report on the Development of Civil Administration",and the country invested a total of 300 million yuan in low-income guarantees.In the past 20 years,the minimum amount of funds invested by the state at all levels has increased more than 500 times.As the amount of financial input continues to increase,the poor people and other difficult people have more fully shared the fruits of reform and development,but the resulting low-income and general welfare tendencies and regional inter-level guarantees are uneven,and the public financial burden Excessive weight and other phenomena have caused doubts and reflections from all walks of life.These problems are mainly due to certain defects in the design of relevant systems.However,through in-depth analysis,it is found that if the adjustment of fiscal special funds management methods and the improvement of rural pastoral minimum living security system are put in one Coordinating considerations in the framework and system,and combining policy and theoretical combination punches,can provide a relatively more scientific solution.According to the research plan,this paper will discuss in accordance with the established ideas: First,introduce the research background and significance,summarize the relevant research results at home and abroad,and clarify the ideas and methods of research;Second,introduce relevant concepts,theories and their inspirations,and clarify the core basis;Third,Introduce the management of low-income funds in rural pastoral areas of Inner Mongolia,and explain “how is the status quo”;Fourth,Analyze the problems and their causes,and find out “what is the problem?” Fifth,Give the path to optimize the management of low-income funds in rural pastoral areas in Inner Mongolia.And methods,put forward “how to solve the problem.”The supply quota,distribution and management methods of the minimum living security funds directly affect the mode,route and quantity of the minimum living security,and the scientific and refined level of the minimum living security business also directly affects the use efficiency of financial funds.Exploring and solving some of the current problems in fund management is of positive significance for strengthening and innovating social governance,optimizing the allocation of public resources,promoting the development of social assistance work,and promoting social equity,harmony and stability.At the same time,this study will also have a certain realistic impact on the management of the subsidy funds for the financially disadvantaged people in Inner Mongolia Autonomous Region.Through this research,the following conclusions can be drawn: First,it is necessary and feasible to establish a low-insurance fund management mechanism for rural pastoral areas with both problem-oriented and result-oriented considerations.Second,optimize the special transfer payment for low-income guarantees under the current institutional framework.For the“transfer payment of principle and flexibility”,it has technical operability and is more scientific.The third is to optimize and improve the management method of minimum living security funds in rural pastoral areas,which can solve the current problems relatively effectively.
