Research On Rural Governance In Hexigten Banner Under The Background Of Rural Revitalization

The problems of agriculture,rural areas and farmers have always been the top priority of the Party and the state.Comrade Xi Jinping pointed out in the party's 19 th congress report that we must resolutely win the battle against poverty and " ensure that by 2020 the poor population in rural areas will be lifted out of poverty and all poor counties will be lifted out of poverty,so as to truly solve the overall regional poverty and achieve the goal of getting rid of the real poverty and poverty." In addition,in the 19 th national congress report,the " implementation of the rural revitalization strategy" was specifically proposed as one of the seven strategies for building a modern and powerful socialist country.At present,China's rural " battle against poverty" has reached a critical stage,and the rural governance environment has undergone major changes,with many favorable conditions and many difficult problems that need to be solved urgently.Taking Tuchengzi Town of Hexigten Banner in Chifeng City,Inner Mongolia as an example,this paper,through careful investigation and analysis of the current economic and social development situation of Tuchengzi Town,focuses on the prominent problems of education,medical care,old-age care and production development that farmers are most concerned about,analyzes the factors such as government,farmers,system and external environment,and puts forward reference suggestions with strong operability and capable of solving essential problems,so as to provide reference for other rural areas.This paper consists of six parts: the introduction part,which introduces the background and significance,sorts out the related research at home and abroad,and summarizes the research contents and methods.The first part is an analysis of the natural situation and economic and social development of Tuchengzi Town in Hexigten Banner,mainly from three aspects ofagricultural and animal husbandry production,infrastructure construction and poverty alleviation.The second part mainly analyzes the difficulties faced in the rural governance of Tuchengzi Town in Hexigten Banner.The main difficulties are: after the supply of rural public services,the farmers' enthusiasm for farming is not high,the development of independent planning is limited,and the endogenous motivation for farmers' development is insufficient.The third part analyzes the causes of the current difficulties in rural governance in Tuchengzi Town of Hexigten Banner.The main causes include: rural hollowing out,aging of farmers and marginalization of agriculture restrict development;funds,pressure and responsibilities of villages and towns restrict development;and there is still a lack of internal motivation for the registration.The fourth part puts forward some solutions and suggestions to the difficulties and problems in the rural governance of Tuchengzi Town in Hexigten Banner,such as increasing income to keep farmers,improving the financial situation of villages and towns,improving the basic public service level of villages and towns,delegating power to relieve pressure,cracking down on the "responsibility but no right" of villages and towns,and stimulating the internal motivation of rural revitalization.The fifth part is the conclusion.Through the investigation of Tuchengzi Town in Hexigten Banner,we know the rural governance situation,summarize the difficulties faced in the process of rural governance and put forward suggestions to improve the rural governance.
