The 19 th National Congress of the Communist Party of China has made a scientific judgment that our country has entered a new era of socialism with Chinese characteristics,and on this basis has put forward the great strategy of "rural revitalization ".A large number of inclusive agricultural policies have been gradually promulgated and put into practice.Policy measures,such as rural education,rural basic medical security support for new agricultural industries have been gradually introduced.The promotion of urban-rural integration and the return of population to rural areas have brought new opportunities to rural grass-roots governance.Rural Grass-roots Governance A major challenge.Xinglong Town,Zhenba County,Hanzhong City,Shaanxi Province,as one of the most representative areas of deep poverty,has achieved great results in recent years in steadily promoting the construction of various systems of rural grass-roots governance,the construction of rural peace,and the special struggle against crime and evil.But at the same time,there are still some problems,such as the concept of grass-roots governance can not adapt to the strategic development of rural revitalization,the construction of democracy and rule of law at the grass-roots level is not in place,the power of grass-roots governance is weak,and the formalism of grass-roots work is widespread.This is mainly due to the deep-rooted traditional values of backwardness,imperfect laws and regulations,insufficient human resources,large population mobility and unbalanced economic and social development It's a factor.This needs to solve the problems from five aspects: strengthening propaganda and education,reconstructing the concept of rural grass-roots governance,establishing and perfecting the legal system of grass-roots governance,attaching importance to the construction of rural spiritual culture,strengthening the construction of rural grass-roots talent team,and consolidating the rural economic foundation,so as to make the grass-roots governance of Xinglong Town,Zhenba County,move towards a modern governance system and provide long-term guarantee for economic and social development.
