Waste household appliances have the characteristics of resources andpollution, recycling of them can not only reduce the increasingly prominentburden of environmental pollution, but also ease the severe situation of theshortage of resources in our country. However, the unclear division ofresponsibilities among the bodies causes many problems in the legislation,recycling and processing, so the study of responsibility sharing of wastehousehold appliances recycling has great important practical significance.Thispaper, on the basis of analysis of waste household appliances recyclingsituation, demonstrates the necessity in theory of responsibility sharing fromthe perspective of market failure, government failure and voluntary failure,then briefly introduces responsibility sharing situation of waste householdappliances recycling in foreign countries, finally, puts forward the conceptionof the responsibility sharing for waste household appliances inChina.Specially,this paper is divided into the following parts:The first part is the analysis of the current situation of waste householdappliances recycling. First, this paper defines the range of waste householdappliances-the objects discussed are those generated by household and directlyput into the recycling dismantling process; then elaborates the characteristicsof them, to demonstrate its recycling urgency; finally proposes a series ofquestions triggered by the unclear responsibility sharing,strengthening thenecessity of responsibility sharing.The second part discusses the theoretical basis of the responsibilitysharing:the market is the most effective means of resource allocation, but ititself has the phenomena of failure such as externality, public goods missing, and imperfect information; government is responsible for compensateing formarket imperfections, however, it is also economic Man, who has the behaviorof rent-seeking and abuse of public power, so government failure is inevitable;dual failure of government and the market demands for social forces toparticipate in the waste household appliances recycling process, in order tosupplement the role of the government and the market, but it also haslimitations in funds, service areas and service means. Therefore, the wastehousehold appliances recycling is a systematic project, and relys onmulti-party intervention and cooperation.The third part briefly introduces responsibility sharing situation of wastehousehold appliances recycling in European Union, America and Japan, andextracts the experience for the country to learn from.The forth part puts forward the responsibility system of waste householdappliances recycling, and addresses the responsibilities that the main bodiesshould assume: the government should undertake legislative, regulatory andcoordination, and educational responsibilities; producers should bear theresponsibility of green design, clean production and recycling; sellers shouldbear the responsibility of informing and assisting in the recovery; theresponsibilities consumers are required to bear are encouraging-responsibilityof giving priority to buy green appliances,selling waste household appliancesto the formal recycling companies and moderate consumption.
