General Secretary Xi Jinping always promotes the importance of “integration of cognition and conduct”.Wang Yangming's "Integration of cognition and conduct" meaning is “cognition is the foundation of action,action realizes cognition”.Advocating cognition of ideas,and applying to practice.The dialectical unity of theory and practice requires the guidance and direction of administrative culture's ideas.However,in this period of industrial society's transition to post-industrial society,China's current administrative culture undergoes a transition from management to service,presenting a complex contradiction.The conflicts of culture have caused the choice of civil servants to be dilemma,and there is a phenomenon of knowing and deviating,and he civil service group also has the phenomenon of deviation of cognition and conduct.The deviation mentioned in this paper is the difference between the should behavior and the actual behavior,and deviation of cognition and conduct.There is deviation as long as it does not completely match.Building a service-oriented government is a historical trend.Service concept requires civil servant conscious service.As the main force providing services,grass-roots civil servants have the closest contact with the masses.Their service level directly affects the function of government.The deviation of cognition and conduct will affect the reliance of the government.How to make the administrative culture play a role,disseminate the administrative concept and promote the establishment of correct values by the grass-roots civil servants,and implement the administrative system to regulate the discrepancies of grass-roots civil servants becomes an important issue.The whole thesis is based on books and literature of administrative culture and civil servants' cognition and conduct.Some grass-roots civil servants in Juye County of Shandong Province are selected as research objects.Questionnaires and semi-structured interviews are used to take random sampling to study the situation of grass-roots civil servants' cognition and conduct.The study found that grass-roots civil servants do have the phenomenon of knowing and doing deviations.The main manifestations are:Do but no cognition,Cognitive but not do,Behavior is against the cognition.Then,from the perspective of system,administrative organization and society,and grass-roots civil servants,it analyzes the factors that influence the discrepancies of grass-roots civil servants.Such as insufficient role of training systemin formal education,insufficient supervision mechanism,inadequate of the reward and punishment system lacks practicality;The administrative concept of high service for the people has not yet formed,and the influence of the group has led to herd and lack of fault-tolerant mechanisms;the traditional ideas are deeply rooted,the imbalance is driven by psychology,and the emotional consciousness is not achieved.Finally,There are three aspects to avoid deviation grass-roots civil servants' knowing and doing.It is necessary to cultivate the modern thinking of administrative culture to improve the service motivation of grass-roots civil servants,and implement the system of administrative culture to regulate the behavior of grass-roots civil servants,internalize the administrative concept through the personal efforts of grass-roots civil servants.
